It so happens that a fooling prevallod for somo time that It would be best that tho white people of tho _State, s~houid .cast a unitod ballot for delegates to that convention. The rea sons for this wish were and arc patont; notably that tho white poople in all political matters for thirty flvo yoars had shown a solid compact front It was so in 1800 and it was so in 1870, and un til tho advent of Till man. With Till in. u> came, it seems, irreconcilable di vision into factions. This factional di vision Is a fuct and must be so regarded and as a fact It cannot bo avoided. As wo have before urged tho modorato men In every county in tho State havo deprecated tho conditions oxisting, and have mndo patriotic appeals that the factional warfare should cease. It was considered that if tho division walls wore broken down in tho emer gency of choosing dologatcs to tho constitutional convention, thoro would probably follow an era of a unitod white peopln beforo the assault of TUlinan ' i colleagues, upon their own hoifV \iold. Fora tlmoappearances indicated that tho desired lostoration of harmony and union would bo ac complished. It would now soom that the bopo of tho modorato men In tho SI ale and tho States best well-wishers is by no moans to bo realized. Tho ma jority faction pronounco unmistakably, by the action of. a number of countlos t-iff tho last two wookstbat a restoration of poaco is not to bo dosired. Wo nro q?t surprised. Poaco would imperil tho chances of many bosses for tho spoils of ohTco and thoy therefore do r'Niiininfi1'" war porpctual. Tho minority are oxcludod from the councils of tho majority and donied particpation lu the honors and oftloos in tho gift of tho organization. But this is not the eccon trlc point. And wo urge as a matter of history and t undeniable fact that, thoro has been no oholco with those who opposed the nomination of Tillman In 1800. Those who supported Barle, Bratton, Shep ^JpjU-'d and Haskell have boon classed and oxcludod from all share or partic ipation In tho control of tho socallcd democratic organization. Thoy nro not wantod; and thoy aro wanted. Thoy aro told that thoy must march up to polls'and vote llko littlo men for the nominees solocted by the bosses of those who declare themselves as the organl/.od democracy. This is a fair statement of tho caso, as wo hold In l South Carolina. In Laurons County thoro has boon loss prctonco of recog nition of tho nnti oloment than in any county in tho Stato. Now then what under these circumstances, aro tho BKj&nse.r vat i vos to do in roforonco to tho approaching election of delogatos to the Constitutional Convention'. L^^o be more accurate, tho choico of HWarulidatos by a primary which is in \ fact tho oloction, wo answer; hands oft', and for these reasons: First: A partizan or boss voto will ^?ooptttlnlyr, bn cast; tho majority voto will be cast by dictation; qualification, moral or intellectual will not bo consid ered; men will b\j set up as straw can didates to bo votod for whose views on the provisions of tho proposed constitu tion aro not known, or who havo no views other than tho boss' ideas, and this will bo as clear as tho noonday sun by only four candidates offering, pihese candldatos seloctod by bosses; whereas; in an opon primary it is fair to presume that a number of party mon would aspire to represont tho party. Tho Ad vkktisku desires to bo perfectly un derstood. Tho Irby committee bad no jurisdiction to handlo tho matter. It had under tho rules of tho party no jurisdiction oxcopt to manage and di rect- tho party machinery in elections whon as a party it should bo antag onized. In making a constitution for al! tho pcoplo and for all time presu mably, wo do not put party machinery to work.
