At. tacks against the delays in negotiations have lately concentrated in a charge that Marquis I to is a Russophile and alter the publica tion of a strong memorial to the marquis by the anti Russian union; whose delegations were refused an audience by Mnrquis Ito. The Nippon, an anti-Russian paper, on Nov. 10 suggested the assassination ot Marquis Ito. The issue was prohibited by the au thorities; but not belore it had been widely circulated. Viceroy Yuan Shih Kai has strongly memorialized the government to decide upon a resolute policy against Russia and claims that Japan and America being inclined to resist Russsan aggression in Manchuria, would support China. The reconstruction of the cabinet has resulted in a marked stiffening against Russian demands. 3 I A Frightened Horse. ~ Running like mad down the a Rtreet dumping the occupants, or a hundred other accident", nro Vj every day occurrences.
