Hohson's Idea of Expansion. Washington, Nov 29.? Former Commander Richmoud Hobeon of the navy has prepared a bill which he has requested Repre sentative Wylie of Alabama to introduce in tlie house on the convening of the regular session of congress for the purpose, as he says, of making the UnitedStates the first naval power of the world during the next 18 years. The bill makes a total appropriation of $2,750,000,000. a certain portion of which ir to be used each year for new ships. Fifty million is made available for the present liscal year, sixty million for the next, and so on increasing by ten million each year up to 1915, when a lump sum of $1,500,000,000 is made to carry on the pro gramme to 1925. ' Boyd, and others who were down 1 tor participation in the program, ( which embraced exercises exten ' ding into the night. Tha object of the rally was to 1 raise about $150 to be used for * marking the graves of Confeder- ' ate veterans buried in the local 1 cemetery. The amount was rais- ' ed, about half of it bv voluntary 1 contribution at the exercises at * the opera house this morning and 1 the other haif through the sale of tickets to the entertainment at 1 the opera house tonight. 'I he success of the undertaking ' both from a financial and social 1 standpoint, should tie credited to | the local camp of veterans, Camp , Walker Gaston, and its commander, Major J.W.Reed, who planned and perfected the details. The exercises began with a parade through the streets of the veterans headed by the Gold Hill hand and the carriages contained the guests of honor. There were 78 veterans in line and 50 others on account of physical disability or for other reasons did not fall in line. A feature of the day was the drill and inspection of a battalion of Col. Savannah, Ga., Nov. 29.?Safe blowers raided the department ?tore of Foye & Eckstein of this city at an early hour this morning, dynamited the safe and got nearly $2,000, the Bales and col lections of Saturday after banking hours. Entrance was effected through the basement in the receiving department. Three of the city's policemen were within calling distance all through the night. So cleverly was the burglary perpetrated that there was ? -r - L 1 ?. ? ? i.u nun^iuiuu ui ruouery unui \f n'clock in the morning. The burglars broke off the knob of the ;ombination lock with a chisel, tilled the Aperture in the lock with dynamite, built a barricade jround the safe with bolts of sloth, covered it and the safe with blankets and comforters saturated with water aud then touched off the charge. So scientifically had the muffler for the axploBion beeu constructed that zold fish in a jar above the safe were not injured, notwithstanding the charge was so heavy that the safe door was torn from both hinges and lock. Every drawer in the office was rifled and a few checks were found on the floor, out nothing except money was missing. The two young ban dits neither of whom is over 21 years of oge, together with their companion, Emil Koeskie, who is no older, were captured near Liverpool, Ind., today after h fight in which they battled against policemen, railroad detectives, rail road laborers and farmer . One man was killed, another fatally injured and all three of the young bandits were wounded, but not seriously. Niedermeier was wounded in the hand by bird shot; Van Dine was similarly injured and sustained in addition a flesh wound in the lett thigh ; Roeekie was shot iu the ritdit hip. The three men were wanted by the police for complicity in the murders at the car barns of the Chicago City Railroad Company, on August 30, when two meu were killed, a third badly wounded and $2,250 stolen. Gustavo Marx, who, last Saturday night murder ed Officer John Quinn, when the policeman endeavored to place him under arrest, confessed after his arrest that he, in company with the three men, had com mitted the crimen at the car barns. The hunt for Van Dine, Neidermeier and lioeskie has been hot ever since. Although they knew that the eutire police force was looking for them, the three men remained in the city until Wednesday morning.
