Somerville of Alabama, chairman of the board of general appraisers in the customs service, ifas not gained favor with the administration by an article over his signature in tl?b current num ber of a leading review in which he criticises the President's attitude toward the race issue with a freedom that is remarkable in view of the fact that he holds a Federal appointment by the grace of Mr. Roosevelt.. In this article Mr. Somerville says: "The disturbing effect of Pres ident Roosevelt's altitude toward the negro can never be adequately estimated in its retardation of tho solution of the race problem which isstaggering American statesmanship. The appointment ol the negro Crum' as collector of custom at the port of Charleston in opposition) to the known sentiment even of) the Re publican Senators and o^/ier like Presidential politiciaij^ produced great excitement ltf tlie South and reopened the/ wounds of race prejudice, whi^h were gradually beinp allayed. These issues were made paramount in the recent Democratic primaries in tho State ol Mississippi, where a most excitinp election was held The result was the nomination of a candidate for Governor who avowedly tolerated negro lynching a?*J strenuously opposed the policy of negro education." It is not probable that the article will be made the ground for his moval from office. For some time there has been more or less friction between the board ot general appraisers and | Treasury Department, growing out of a difference of opinion as to the exact relations between them. Some members, and chiel among them Mr- Somerville, have held that the board was in a large measure independent of the departments and occupied a position analogous to that of a United States court.
