The mail carriers must be reliable and trust worthy persons, ol good character and of sufficient intelligence to properly handle and deposit the mail along the routes. The department does not prescribe any particular design o! box or satchel to be used for thie service, but the person providing either should see that it is of such character as to afford ample pro tection to his mail. When the supply is greater than the demand the price will be low, and when the demand is greater than the sup ply the price will be high, legitimately. But combines sometimes deleat legitimate prices, especially in the opening sales of a cotton crop. If the crop is forced on the i market beyond the demand, it is in the power ot these combines to fix prices low and enables thern to get the crop at a low price, 1 tnd hold it lor a his*h once ? The dry weather is now injuring cotton. llalt grown holla are now drying and opening. Everything indicates a short crop?not exceeding t wo-t birds of an average crop. Vet prices of spot cotton has declined. 1 would suggest that the merchants and farmers combine to defeat these speculators thai are robbing both of them. Let the merchants furnish ware bouses lor the storage of cotton, and insure (lie cotton deposited in these houses, and advance money on said cotton to enable the farmers to pay the merchants, and enable them to hold their cotton until there is a legitimate < demand and a lair price offered ! for their short crop Hoping that something may be done to prufeet the producer.
