Curtis, in R.?rnrd-H?r*ld Krie, L'a., Sept. 5.?Under the auspice* of the British government two remarkable public works are being constructed in "the 1 )ark Continent," of which litfJe is known outside otficial circles and those directly inter ested. One of them, the greal irrigation dam of the Niio, is ol especial importance, to us foi several reasons. In the first place it may be studied with profit bj them? engaged in the develop rnon* of irrigation systems in the arid sections of the United States and in the second place it is like ly to have a seripus bearing upor the wheat, cotton and sugar grow ing industries because it will adci thousands of square miles to the cultivated area of Egypt and en able the planters of those staplei to grow two crops a year instead nf one?and two crops that will be always certain. With the deep r:ob soil of Egypt and a certain apply of water there is no sod thing as a poor crop or a failure The Assouan clan., so called hecause ii is built across the Rivei Nile at Assouan, the greatest work of its kind ever attempted A* a triumph of engineering it tand* perhaps at tiie head of human aohivenients ; it may be con idered one, of the wonders of tin world, li has cost up to date $25,000,000, or $10,000,000 lest than the drainage canal, and the English engineers you meet al Cairo v.iil tell you that ii would have eost much more but for the cheaper labor in Egypt. While laymen have perhaps no right tc: an opinion upon such subjects, i b*va always found that an Amor lean laborer will accomplish ten fcmes as much as th*? cheap labor ?f Europe and the (>rient when lie receives ten times as much pay Hut that is neither here nor there. The nam in nearly a Hide and a halt loriti, 38 feet high sand in pierced by ISO sluice gates 25 by 7 feet in size, which are opened and abut by machinery and regulate the 11 >sv of watr r in tiie river There is a similar and supple -1 u!ar walls about 350 feet high, which are so formed as to make a gigautic megaphone. The water drops about twice ttie distance i of Niagara. Coming through the tropical jungles, it gets very warm. The air of the chasm, which is never reached by the . sun, is very cool, and there is a ' strong breeze, like the draught mentary dam at Aesolue, a few miles up the river, which is in tended as a reinforcement of the great dam, to assist it bv breaking the force of the spring tfoodf and restraining them in a monstrous reservoir, capable, of storing over a billion feet of water. The melted snows in the mountains that shelter the sources ol the Nile send down vast volumes of water in the spring which often carry destruction with them and then, after the rainy season there usually follows a season ot drought, when the groat river is nothing but a bed of mud, and all vegetation in the great valley is dry and parched. What is no1 destroyed by the llood is apt tc perish in the drought. To reverse these varieties of nature, to ro strain and store the 6urpluf waters of the spring and rainy season, and to release them at they may b6 needed for irrigation during the dry season, is the pur pose of this great work, and when it is finished it will supply an ir rigation system more extensive than any the world has ever yel seen. Vast areas of the richesi soil that can be imagined, whicl have lain idle for thousands ol years, ever since the creation ol the world, perhaps may be re deemed and planted in cotton sugar, wheat and other staples two crops a year, aiul with f yield that nothing but lrrigatioi land can produce, i It has always been contended that the valley of the Nile con tains the richest soil in the entire universe, and cultivated by the 1 primitive process in vogue anions the ftgyptiHDH, it has yieldec ! richer harvests than any othoi wectioti of the globe.century aftei ! century, from times before hu 1 man history began. What mnj I tie expected of tins area to tie re ' deemed, in which plant food ha been accumulating since the ho ginning of tilings, is a matter o ^ conjecture, and the effect of iti r hnrvest upon the food markets i: worth considering. It will In r several years before any urea part of it will tie subjected t< 5 cultivation. The dam will not b< II i . . completed I<?r another year 01 two; the irrigation ditches an 1 still under construction, and tin apportionment of the land is yo ' to t>e made. Another great enterprise fir tlier into the heart ?t" Africa, am 1 of immediate importance in tin J developm'*nt of the resources ol ' the dark continent, is the subjec ' tion of a great'cataract in tin 1 Z imbe?i river, diafov;T"d ' v Pr i Livingstone in ISol. and rhri<^ 'itened Victoria Fails by him it honor of the Knglish <j? n. I Three million dollars is being expended by thu South Africa t, (/bartered company of London in > setting up a plant similar to that > at Niagara Falls to utilize this power for generating electricity. i Sir Douglass Fox and Sir Charles I Metcalf, the engineers in charge J \ have made a closo study of thei i Niagara electric works, and can take advantage of the experience i of the engineers of that enter prise. The terms of the contract ? provide for the completion of the t plant within three years, when t the electric power will be applied i to the operation of a railway to F an enormous deposit of copper T that has been discovered within - the last two years, a deposit even , larger and richer, it is claimed, , than those of Arizona, Montana i or northern Michigan. Conl fields i have been discovered within 150 | miles of Victoria Falls, and it is II believed that the imorovemants in long-distance transmission of > electricity by Professor Pupin > and others will enable the comJ pany to operate a railway to them 1 also and furnish power for the r mines. It is probable the other r uses tor power will soon bo dis . covered. The harness]nc of Vicr toria Falls, in the very center of . the African wilderness, is the a most advanced step ever taken in the use of electricity, and fu f turo developments are an intern ostitis subject of speculation. 3 A Parson's Noble Act. t '1 want ail the world to know," writes Kev. ,1. I., Thursday, Sept. 11.?4V11 ollicial at Cheateau Blair reports that the Soulriere'b new crater, which has been quiet hitherto, had been today throwing out, black smoke. The old cr iter which, in the scientists' opinion, did all the work s'nce j May 7, and which erupted Sept. 3, is still issuing white steam in dense clouds, which can bo seen from Kingstown over the northern mountains.
