Civil Service Commission will hold examinations, during September and October, in several places in each state to secure young men and young women for the government service. There are now 126,423 position in the classified civil service, being an increase of 46,736 in six years. There were 7,952 persons appointed between July 1,1901, and April 15, 1902, being at the rate of 10,070 for the year. There will probably bell,000 appointments next year. Salaries at appointment vary from $660 to $1,200 a year with liberal promotions afterward. The conspiracy to defraud the government in harbor improvement woi k was formid in 1S01. According to the evidence which convicted Capt. Oberlin M. Carter the first division of spoil occurred December I9 of that year, when Carter do/ ' ' posited $16,000 to his account. The evidence in the Carter trial showed that the btealings were divided into thirds for the benofit respectively of Carter, Greene and Gaynor. From these records it is impossible to approximate the amount for which the government was bilked. The total of Carter's thirds amounted, July 6, 1807. to $724,103,02. Of this amount there1 was evidence and full proof of! the various divisions produced at the courtmartial. The share of! Greene and Gaynor was double) this, or $1,448,206.04, and the | total amount stolen $2,172,309.06. j This will serve to explain in pa'rt) how it happens that Messrs. I Greene and Gaynor can pay I counsel fees sufficient to retnin about all the highest public officials of Canada. The accused j were not poor men before they got thepe contracts.
