M. Anderson has addressed to
the Kecord-IIerald a letter
given his version of the surrender
of Manilla, in which he
differs materially from the
statements made by Admiral
Dewey. Gen. Anderson's letter
savs in part:
"Several days before the assault
made on the 13th of Aug
ust Father McKinnon, the
chaplain of the 1st California,
after going into Manilla told
him he could not and would
not surrender without a fight,
as he had to fight for the honor
of Spain. Subsequently Gen
Merritt directed me to draw up
the tractical order for the attack
and this was done on the
assumption that there would be
a bona fide resistance. In the
attack and the preceding skir
misli we lost 122 killed and
wounded.
;"I now learn for the first time
that my correspondence with
Aguinaldo was not approved
by the Admiral. He had no occasion
for a correspondence. I
wrote some letters to Aguinaldo
which seemed necessary then.
No doubt the Admiral and Gen
Merritt both thought that that
had made an agreement with
the Spanish authorities by which
the city could be taken without
bloodshed. Yet Captain General

such a capitulation, while his
successor refused to do so.
"Speak for the 2d division of
the Stli army corps, permit to
say that its attack on the defences
of Manilla was not in
the nature of' an opera boufee
demonstration.'

Root declined to comment* on
the statement by (Jen AndersonSecretary
Root said that the
matters referred to ocurred before
he, the secretary, assumed
office, so that it was not for him
to pass upon any difference that
has arisen between Admiral
Dewev and Gen Anderson. The
war department is not inclined
to hold the same strict rein upon
retired officers in the matter
of discussing public questions as
it does upon officers who are on
the active list. Therefore, unless
this matter takes a new turn,
it will be allowed to drop.
