7 The Tenement Houses as Hot Beds for Vice. New York, Nov. 28.?The tenement house commission held ail i pen meeting today at which the question of vice and prostitution in the tenements was discussed by the special committee of the commission appointed for the purpose of investigating this fea fure of tenement house life. Rev. Dr. Robert L. Paddock of the Protestant Episcopal pro-Uathe >lral, said the conditions as found by him in the course of his work in what is known geohraphically as the Eighth Assembly district, were very bad, exceedingly bad. He said he had talked with many policemen, postmen and others whose duties took them into the 'enement houses, and their verdict had invariably been that here was a very large number of 'he tenement houses in which .nurtmontu WftTfl routed to WC '?" - I men for immoral purposes, with the knowledge of the landlords, the agent, or housekeeper, and other tenants of the building. He nad hundreds of complaints from parents as to the moral effect of this condition of affairs upon the young girls and boys of the dis trict, and states that to his cer tain knowledge there were many men and women whose sole business was the procuring of young girls to enter those tenement house apartments and lead a life of immorality. Dr. Paddock gave it as his opinion that the dark and uniighted hallways of the tenements were the chief reasons for the prevailance of the vice in that district. It was there, he said, that small children first came into temptation, and ho suggested that the law requiring the halls to be lighted be rigidly enforced. Dr. Paddock stated further that he considered the gambling evil one of the most closely asso ciated with that of prostitution, lie also declared that he consid ered that the moral standard of the entire East Side had been lowered by close and intimate association with the women who live in flats and houses on the ro called "red light," district.
