Corn for November delivery sold in Chicago Monday at 50 cents the highest price since 1894 when it was about GO cents. Since then it has gone almost down to 20 cents a bushel. Mr. G. H. Phillips a broker who lias cornered the corn market for November delivery made $30,000 out of it Monday, but ho may get caught yet like Leitor did when he cornered wheat two or throe years ago. He made a "barrell" in the outset, but lost it all ami more too before he could get out of it. Corners are very hazardous undertakings. The fate of Price, McCormic & Co. is fresh in the minds of the public. They undertook to corner May cotton last spring and lost about $15,000,000. McSweeney , addressed communications to the Mayors and Intendants of the various cities and towns in the State asking a number of questions as to the enforcement of the dispensary law asd asking for suggestions as to the improvement and enforcement of that law. Mayor Waddy C. Thomson sent the Governor answers to the questions (which we will publish as soon as that official gives them to the public.) During my entire term of office our Council has been very faithful in enforcing 5 the dispensary law, and I think 5 what we have done will com. pare favorably with any town in the State in the handling of this difficult problem, and it is our intention to keep this up. Wo have also endeavored as far ^ as we could to insist upon the 7 dispensary itself being run ^ according to the law. " In the way of suggestions, I think that it would be a matter of vital importance if the law 1 could be so amended as to require eacli purchaser of the in5 texicant to certify as to whether ' he was buying it for himself or not, and if for another, to be ( compelled to inform the dispenser for whom bought. This would do away to a large extent with the ability of the drunk ards and minors obtaining the intoxicant, as they do now. This occurs to us to be a very important feature, and if the law is so amended that a dispenser would not furnish liquor being bought for drunkards or minors, of course the parties should be punished for an}' niisreprentation of this fact. My understanding of the dispensary law is that it should curtail as far as possible all the evils of drinkincr inafond encouraging it, and to this end I am ready with all of my energy to lend my aid. As you doubtless know, I am a Prohibitionist, but I am as heartily in favor of enforcing the diaponsary law as I am of any law upon the statute books, and as long as it remains a law, I shall do so. I realize fully that is not an easy problem to handle, and it is the duty of 1 every law-abiding citizen to i lend his aid and influence to the purpose of enfoicing the law as passed by the legislature. You can depend upon my best efforts and hearty co-operation 1 in the enforement of law and order.
