Whether this is in reality or not remains to be seen. China is no\v issuing her best energies to gain all the time possible. Washington, Aug. 13.?The American commander in China in a dispatch of just three words, , received at the war department late this afternoon, sent a thrill ot exultation and expectancy throughout officials quarters t>> announcing his arrival at ilo Si Wu, only 38 miles from Pekin, last Thursday. The last heard from him before this was at Yanj! Tsun, which had been captured al ter a hard fight, and word ol his movements since then had ' been eagerly awaited. Thursday he was 18 miles beyond Vans f Tsun. Lang Fang, the place where the ill-fated Seymour ex } pedition met its fate and turned back, had been left behind. The battle of Yang Tseng was fotigh' on the 6th, and the advance tr n?o; ur.. 1.~L 1 11WOI n u wan pi loumi uii the 9th?a march of 18 miles in throe days. This was four day* 1 ago, and at the same rate of pro, Kress. Chaffee is even now fairly within strikinK distance of the walls of Pokin. It was a consum, mation which the war depart , ment had awaited ralmlv, and stirrinK as the news was that the American force was now nearinn the gates of the imperial city Secretary Root and Adjt. Gen Oorhin evinced no surprise, as il accorded with caIcnlations, a), though the advance has h^en ' more rapid than was expected. ; The dispatch from Chaffee, m % conveying so tnuch in ho few words, is as follows : * .. Ohefoo, Aug. 7. I Adjt. Hen. Washington. Arrived Hospiwu (Ho Si Wif) 1 , yesterday. Ohaft'oe. Word of tho advance soon spread throughout ollioial quarters. in tho enthusiasm of the moment a report got about that this was tho day for the actual arrival at, Pekiu. But tho war department had not a word of the advance beyond Ho Si Wu. lf was deemed hardly likely that the march to Pekin could havo , been made since last Thursday. At the rate of progress, six miles a day, made from YangTsun to , Ho Si Wu, about 24 miles would have been covered in the last : four days, and up to today. This would still leave the international forces nine miles from Pekin. 1 Viewed srom any standpoint, the advance to Ho Si Wu was of (he utmost importance not only strategically, but also in showing that communication was open back to Chefoo, that the expected opposition from Chinese hordes had not been sufficient to prevent to prevent the Hteady forward movement and in the influence .'a > J A it ni ? ir wfluin exert upon rne uninese government. Londou, Aug. 12.?"The sooner we can be got out of this toe better, for it is inconvenient for the 1 Chinese government and unsafe for ourselves." This is the mes 1 sage received last evening from I Si- [l-.f a ..?-4 r? ? I.. ? I ii nuuci t inn i, uaicu i eniii, i Aug. o aim pent in cipner to the Chinese maritime customs office in London. Commenting upon it, The Morning lJ st Bays: "It would seem to indicate that the Chinese government is anxious 'or the safety of the foreigners or, at any rate, anxious to get them safely 1 out of l'ekin, while Sir Robert ' Hart evidently expets that they p will get out sooner or later." i Shenp, director general of rail roads and telegraphs, according , to a Shanghai dispatch to The Standard, expresses grave fears for the safety of the members of the legations when the defeated Chinese troops return to the capital. The Austrian naval commander reports to Vienna that the allies decided to rest for three days 1 after the taking ol YangTsun. A dispatch to a news agency from Tien Tain says: ".Junks and stones DHHiK me river neyond ad yanced posts of tlio allien for ? ; considerable distance, hut dryness continues and the country is in good marching order, subsidi ary dykes having made the enemy's damming ineffective. "It is believed that some 500 have been added to the expedition by the? increase in the num> her of Hritish naval brigade." , The Daily Mail publishes an , interview with the Chineso minist?-r in London, Sir Chih ('hen i Lo Feng Lull, quotes him as urg ing the foreign ministers to leave I'ek in. i "Souse people say", remarked , Sir Chih Chen, "that the Euroi peans are still besieged. It. is r.ot : so. When you are besieged, you I are not allowed communication with the outside world, but. here i you are receiving mepsnges, ci pher ipessages, from Sir Claude ' \1 itrdonald " Commenting upon the various propositions made hy China to i the powers, The Daily News well expresses the predominating British opinion as follows : "What > the Chinese authorities say in i effect i? this : 'Stop your advance i on I'ekin and we will give your > ministers safe conduct to Tien Tain. If you do not at once instruct them to leave l'ekin wo ? cannon answer for the conseqnences." "To this abominable and not I very thickly veiled threat, there s can be only one answer and M. r Declasse has given it in very . cogent terms. The ministers ean. not leave except under abtolute ly convincing guarantees of safe. ty. In the apeed.v advance of the i allies lies the only real hope of saving the ministers." , In the same vein the Daily Telegraph say?: "American statesmen take up what seeme the only logical attitude when they tell Mr. Oonger they have never for a moment entertained the idea of his placing himself at the mercy of a Chinese official pledge." Cheng Yin Huan, the Cantonese who was the special ambas sador of China at Queen Victoria's jubilee, and who is now in banishment at Ili, has been or dered, according to a Shanghai dispatch, to commit suicide, an imperial edict having been issued to this effect. The Shanghai correspondent of The Times, referring to the fate of Cheng Yin Huan, says he was executed and that no reason is given for this barbarous act. The same correspondent under stands Li Shan, vice president, of the board of revenue, has been imprisoned on a charge of ren dcring assistance to the members of the foreign legations.
