The Massachusetts Senator had Presented a Negro Petition In suiting to the South Carolina Senator, Saying that he Presumed that the Petitioners Were Citizens of South Car olina, when, as Matter of Fact, They were only Washington Negroes. Washington, March 13?Sen ator Hoar has incurred the dis pleasure of Senator Tillman by lending himself to a party of col ored men to make *a personal attack upon the "Pitch Folk' Senator through a Senatorial petition. During the morning hour in the Senate to day Senator Hoar presented a petition, signed by a number of colored citizens, which severly arraigned Senator Tillman, by name, lor indecent language against the negro race ~ * * i ? o wining n htc?-iii iiruiiio in ine oen ate. The petitioners claim that the language used by Senator Tillman was a disgrace to that honorable body, calculated to cor rupt the morals of all who asso ciate with I lie Senator from South Carolina. In presenting the pet it ion Senator Hoar remarked that he supposed that the poti tinners were citizens o( the State of Soulh Carolina. Senator Tiliman was not in the Senate when the petition was presented, but, his at tent ion being called to the subject, he look the petition from the clerk's desk and ascertained its contents. He found that the signers of the po tition are colored men residing in Washington city and not bis con stituents, as Senator Hoar had I stated. With a determined ox pression on his fare, the South Carolina Senator went over to rail the venerable Massachusetts Senator to Account lor the some what questionable part he had played in the transaction.
