The said board shall prescribe all rules and regulations, not inconsistent with law, for the government of the state dispensary and the county dispensaries. The general assembly shall, at the present session, upon the approval of this act, elect the members of said board, as provided for in this section : Provided, that no member of this hoard of directors, while holding this ofllce. shall become a candidate for any other ofllce. Sec. 4. A dispensary commissioner shall be elected by the general assembly. who shall hold his ofllce for the term of two years and until his successor shall be elected and qualified, and who shall reoeivean annual salary of three thousand dollars, to be paid as now pioyided by law.
