Sunday morning at .just half
! past seven o'clock Mr. Ira liar
din. loom fixer of the Lancaster
Cotton Mills was seen by the
entire public out in the middle
of the road which runs south
from his home, standing just !"
the reverse to which American
people stand, and yelling worse
than Uull'alo Hill or any of hi*
j men ever did when in the wild
and wooly west.
It being Sunday, ami we a civil
i/ed people?went to him to so?.
what was wrong, as we thought
he had on to much eighty horse
power, but a< we spoke to him he
seemed to grow worse, foaming
at the mouth he gave one more
j Indian war yell, and said, it is
another loom lixer.
And now can be seen Mr. liar

! County of Lancaster. During the
session of 1897 some member of
j the House, desiring to have his
I county also excepted from the
operation of the Act, introduced
' a bill to amend section 5 of the
I Act by adding his county to those
already excepted : during the proI
gress of the bill through tliellouse
! and Senate other members hail
j their counties added to the exceptions,
and the bill was dually
passed amending the Act of 1S9(?
! as follows, viz : "That section 5 of
I said Act be amended by inserting
the words Greenville, I'aitp't /</,
C hesterfitUL and between the
I word "Lexington" and the word
"Oconee". This left the Act of
J 1890 just as it was when originally
| passed, except that the counties
j of Oreenville, Fairfield, and
Chesterfield were added to those
counties to which the law did
not applv. Acts of 1897, I'age
I ?:M.
It is true that the word"Lancasj
tor" does not appear in section oof
; the Act as printed in the Acts of
1897, but its omission is (dearly a
i typographical error, as the jour
mils of both the llouso and the
Senate show that no amendment
I was offered to strike the word
"Lancaster" out of the bill; and
j they further show that the bill
! passed it< third reading in the
j House and Senate with the word
"Lancaster" contained in section
I ft of the Act.
I am of the opinion therefore,
that these Acts do not applv to
| the county of Lancaster, ami that
von arc without authority to ?p!
pf?int t'ottnn Wei pliers in this
county or to take any stops
tnwnrils their election.
