It is especially unfortunate that no carriage was sent for General Wheeler In the parade in Charleston, for perhaps thare were more people who wanted to see Wheeler than any man at the reuiou. But Governor Candler, of Go-rgia, and his staff are now cow plaiuing:thit they were e:mbba.t. That night we had quite a heavy rain accompanied with considerable wind. The young oats look very badly, owing to so much dry weather. It seems they will be a total failure un less they can get plenty of rain right away. Mr. Wray of Ridgeway has his tele phone line to his place out here com pleted. Mr. B F. Cassels also has a phone at his store and his line joins with Mr. Wray's. We can easily communicate with Ridgeway now. Mrs. Mary Gibson was seriously hurt sontitime ago by a cow running over and kicking her on the chest. -Sh.e is getting about again, but has not entirely recovered. Mrs Dsve Province is at her father's, Mr. B. F. Casels. Dr. Province is expected soon, and, if we have been rightly informed, is to locate near Mr. Cassels. We are all delighted at the prospect of having him with us again The Misses Melliehampe returned home last Saturday from a visit to their old home near Ridgeway. While there they attended .the Sunday School convention which was a very pleasant and instructive meeting. Miss Maggie Hollis returned homE yesterday after having made a very pleasant visit to relatives and friendi in Rocky Mount. Mr. R. W. Featherston from Rocl Hill spent Sunday here with friends Our efficient and much esteemed County Superitendent of Education Mr. D. L. Stevenson, paid the Flint Hil school a visit last week He hat promised to return and be present a the calico carnival which will be heli at the close of school on the eveninq of May 26:h. He will make an ad dress then rettirg forth his plans for : county high school or college for thi bow and girls. Through his eff->rts, Mr. Stevensoi has gotten the finances of the schoolt in such an improved condition that thi county is now able to furnish bettei facilities for the education of it, children. Editor of The Free Lance: Believ ing that our want of sucseSS in oa raising was due to our time of sowing I determined last year to put my the ory to the test, and so commenced ii August to turn nder (with two-horst turn-plows) hog weeds and crab grass after wheat. t be former being as higi as my head and as thick as they couki stand ; the latter a fine growth. Youl friend, Col. T. L. Gantt, passed here whilst I was doing it, and as good at said I was wasting time, which ] rather thought myself, as neither he nor I had any opinion of turning undei green crops. Well, immediately aftei the field was plowed, L sowed twc bushels of oats to the acre, and har rowed in, not expecting a stand fronr fermentation. To my astonishment every grain seemed to germinate and commenced to grow right along. To day they are the finest oats I eve: raised. Recently J. Monroe O'Shieldi passed the field, and remarked, "ther4 are some mighty fine oats down in thal fiat yonder, thbey will make 75 bushell per acre." So much for Col. Gantt's an&iny judgmsnt. I continued sowing during Septem ber, and have now the finest prospeel I ever had or ever saw in Spartanburg Had I not done so when I did, I would virtually have had no oats this year .Te-he farmers, therefore, I would sas T ommence in August to turn stubbk and sow turf and red oats in Septem ber~and October. I have also made an interesting ex perimlent in wheat-sowing on th< heaviest sort of Bermuda grass land, about which I may tell you sonme other time. T. J. Moore. Moore, S. C. What Shall We D o. A serious and dangerous disease prevails in this country, dangerous be' cause so deceptive. It comes on sc slowly yet surely that it is often firmly seated before we are aware of it. The name of this disease whbich may be divided into three distinct stages is, First, Kidney trouble, indicated by pain in the back, rheumatism, lumbago, frequent desire to urinate, often with a burning sensation, the flow of urine being copious or scant with strong odor. Section 1. Be it ordained by the Town Council of Winnsboro, County of Fairfield and State of South Carolina, that the Amercan Telephone and Tele graph Company of South Carolina, its successors and assigns be, and the same is hereby, granted the right, privilege and authority t'. canstruct, operate and maintain its lines of tele phone and telegraph, including the necessary poles, wires and fixtures upon, along, over and under the iigb ways and streets of said town of Winnsboro upon the terms and condi tions hereinafter provided. Section 2. The said Compt.ny shall establish connection in said town with its lines end maintain same as long as the net expense of maintaining such connection in said town does not ex ceed the gross receipts derived there from. Section 3. All poles shall be erected under the direction and supervision &t ommittee on Streets, which com mittee shall designate the streets upon which such poles shall be erected, always allowing said Company rea sonable facilities for reaching such points as its business may requiie; and all streets and sidewalks that may be disturbed or damaged, in the con struction of the said lines, shall be promptly replaced and repaired by the said Company at its own expense, and to the satisfaction of the said Commit tee on Streets, and all poles shall be neat, symmetrical and so located as not to interfere with the public use of said highways or streets. Section 4. Said Company shall be subject to ordinances now in force, or that may be hereafter passed relative to the use of the public highways or streets of the said town of Winnsboro. Section .5, Nothing in this Ordinance coutained shall be construed to grant to the said Company an exclusive franchise and the said Town Council hereby reserves the right to grant.a like consent to any otLer company, person or persons for like purposes. Section 7. Said Company shall hold said town free and harmless from all damages, or claims for damages, aris ing by reason of the erection or negli gent maintenance of said lines. Section 7. That it shall not be law ful for any dog to run at large on the streets of the town of Winusboro, unless such dog be scenrely muzzled with a.. wire muzzle, and any dog, either male or female, hereafter found at large on the streets of said towi not wearing such muzzle, shail .*b( taken up by the police officers of said town, and' shall be by them kept it some secure place for the period of twenty-four hours, durirg which time the owner or custodian of such dog may procure the release thereof by paying a fine of one dollar. Any dog not claimed and re'eased as above provided within the said twenty-foui hours shall, after the exuiration of thai time, be killed by the said rolice offi cers. Section 2. That the owner of any dog permitting such dog to run at large upon the streets of the said town in violation of the provisions of this Ordinance shall be deemed guilty of a~ misdemeanor. and upon conviction thereof shall be lined for each and every such offence in the sum cof one dollar. NiSection 3. That upon failure to cap nure any dog offending against the previsions of this Ordinancey the police officers shall call upon Li e owner of such dog for payment of the fine of one dollar to which such dog has become liable, and if paymer.t of such fine be refused, and the E aid di'g be thereafter captured on the streets of the said town, such dog may be killed by the police officers withon detention and without notice to the owner.
