Pursuant to the call for a mass me. t ig to be held for the purpose of evisiag some plan whereby a half ad half delegation might be sent to ie Constitutional Convention, there ere present in the Court Housihere a Saturday last abut seventy-five or gghty persons. At first there was mly about forty or forty-five present, id those mostly of the Reform faction. t this point it may be well to state at in Fairfield county we are differ itly situated from any other county the State. Daring the last cam ign some of the straightout clubs sbanded and refused to be bound by e ruling of the Irby committee. bey di.1 not particpate in the primary d were notbound by it. Tniere are hers of the straightont faction who dut j;in the "League Democrats" d are at present not connected with y political Crganiz tion. While the eting was in progress the League emocrats was in session at the Town all. Mr. 4. B. Ragsdale was elected airman of the "Forty" body and r. R. A. Meares secretary. Mr. 1gsdale explained that the parpose the meotings was to deviso some an to elect four non-partisan dale tes to the Constitutional Convention keeping with the spirit of the Forty >vement. Mr. T. H. Kethin read the address blished by the working committee the Forty with which we are all niliar; the maina points of which. are t there shall b3 an equ d division at State Convention as far as practical d that the manner of choosing these legtes is a mat ter w hich each coun ty all set tle for itself. Mr. J. IS. Curlee then read the fol ing resolutions; Resolved, 1st, That it is the sense of s meeting that the delegation to the nstitutional Conveuntion from Fair Id County shall be composed of two ~formers and t wo Conservatives. Resolved, 2nd, That we recomnmen d t they be nominatedl by primary on plurality plhn. The two candi tes from each fagt ion receiving the hest number of votes t-> be declared nominees of the Democratic party. Mr. Curlce said that it would be :cesary to submit these resolutions the County Democratic Executive >mmittee for its approval at the next seting of that committee. Mr. Cuplee's resohtitions brouglht rth discussion on both sides, an4 en Mr. C. S. Ford eflered a resolu )n to the effect that a preli..ninary imary be held on the 16th of July wtich two Reformers anzi two nservatires be elected who would erwards be voted for at the general imary ordered by the State Comn ittee. This brought forth more dis ,SSion. Mr.,Frd raised th~e point that at the neral primary the three highest ight be three of one faction or three the other, and if so, they were rally elected and could not be d's ed. He wanated the chaoice a o be ade at a preliminary primary when t wo highest of both factions would uly run at the general primary. ion. T. S. Brice, in speakiang to r. Curlee'3 reaolution, said that the si step was coancessio:m, that they had me here -ini good faith andt proposed act in good faith, and that n-> such opicationa would arise because every a woul-. only vote for two of each etion. Mr. W. S Hali explaied, that in ester oe..uanty formerly th: rules ~verninig such matters was: t b-t no ndidate could run 'over who did not t a maj iy of the votes and shlould tdraw. Mr Morr'soni thea offered thi. fol sving resolutiona: Resolced, That each faction elect o men by primary to go b-ferc the gular Demnocratic priamary. This baoughtt forth mn >re discussiona *o and c n. Mr. Thomnas Boulware aved that eaceh faction elect t wo d~lc tes in any manneir they ch->ose. M. Ti. II. K',chlin enadorsetl Mr. are's resolutionas, and iaa hi re ars said that the only way to get gether was to get together. lie said are was a lack of conafidJence ont both des, ar.d that before any pea mnanent ~rzageme~nt w..uIld hold athat both eios must be more trustig toward tch otherw. Ilej Wooaidward thena took iba floor, a I-il he woul i :o'e for t wo Con rraivs an. t a Refortnaers, hu that call them bad men) who would no vote in a primary and they wanted to choose delegates as they saw fi:. They were satisfied for the Reformers tc choose two of their factio:n by any means they see fit, and the Conservr tives to do the same thing. Ile said that a gentleman who was in a posi tion to know had told him that Irby had said that there shall be no peace in South Carolina until after the election for United States Senator comes off, bat this was no ieason why people should not come together. Ie argued that there was fraud at primaries and would be again. Ile also argued that the third highest man at a primary was elected no matter what faction he belonged to and the law would entitle him to his Feat. There was a cross-firit:g of remarks by several at this point, and Mr. T. K. Elliott stepped to the tront and offered a resolution that five men from each faction be chosen by their respective factions who would be voted for at a preliminary primary which would narrow them down to two of each and thev to be voted for afterwards at the general primary. Mr. Meares objected to this on the ground that it was not binding on the Co:nservatives to go to the general pri.nary fer the reason that these men were v'rtually elected already. The reso ation of Mr. Elliott was changed b-: I ia as follows: icsolved, That ea-h faction suggest five candidates (to be elected as each faction may desire) to be voted for at a general primary of all white voters with the understanding that each voter vote for two Conservatives and two Tillmanites-the two highest of each faction to be the candidates at the gen eral election. This was pas-ed unanimously with the exception of two votes, viz., Maj. Woodward and Mr. John Morrison. After the resolution passed, Major Woodward arose and said he would do nothing to oppose the operation of the resolation, when Mr. T. K. Elliott said: "I move that you go one stop frther, Major, and say to us that you will advocate it." Then Major Wood % ard said he would work 'for it, that there was no other course he could ightly pursue, for he had T-ted on the resolution and was bound by it. Mr. W. R. Rabb then offered the fillowintg resolution, which was adopted: Resolced, That the chairman of this meeting (Mr. E. B. Ragsdale) urge all presidents of Democratic clubs in this ounty to convene their clubs on Satur day, the 29th of June, for the purpose of ratifying the action of this meeting. This was passed antd the mneetitng theu adjourned. *** Dr. McKinustry has called a mneetintg f the Iloreb Democratic Club for the urpose of ratifying the action of the ass meeting on Saturday and said he vonid work for that purpose. *** Mr. Daniel Ijall says he thinks the mass meeting's action will be endorsed y his club also.
