WASHINGTON, July 14.-Attornry General Devens fI-irshes the folloiv ing explanation of the statement that, "he has decided that he will not au thorize'the appointment of any special election deputies in the South at the next election except perhaps in Vir. ginit." Ie says that special election eputies are appointed by the mar- ( shals in the respective districts upon i the requisition . of citizens in those districts. They.are not appointed by i the attorney-general, nor by any aul- P thority froim him. While no provis Ion'lis beenl made for the payenet of thee deputies, it is expected by the ato!rney-general that should Iroper application be made to the marshals, under' the circumstances and under the st(tttes'they will do their utmost t6 enforce the election laws, le deems the-claims of such deputies to be hereafter paid for their services clearly recognzed by the statutes, Note.-The followbing is the state. ment above alluded to: No -SPECIAL ELECTION DiEPUTIES IN THE SoUTH.-Attorney-Generat Dey en.s has practically deci'ded that lie will not authorize the appointment of any fpeifal election deputie in tihe South for the nextr'eletion, except, perhaps, in Virginia. He regards it as impos sible to secure f'airness in the elections in those States, anid does not think tile appoinltrment of special depities Would do any good. It is safe to say that, tiless specially called uponl by the Republicans inl the South, lie will not alulhorize the appointment of sneh deputies. There Is no money to pay such officials for duty in any ipart of the country. Those appointed will have to look for their payment else where than to the Government. Tashington Star.
