It .1 not l true that "the merchants of .Winisbor ro and the railroad eauthoritios have made uli a test cas." But this action, far from be- t _ing the iesultof any arrangemewntwith t r the merchants, as the Registe's para graph clearly intimates, came solely from the Company, and excited great t r indignation on the part of the 'mer chants. That. "the rates temporai'ily t raised have been restored," we believe r is true. That is to say, the Company now demands one dollar and a half for transporting a 450-pound bale from 'J Winnsboro to Columbia, when the n charter, according to the view taken in the recent suit, and also by the c Railroad Commissioner, allows a t charge of not more than seventy-nine r cents. We cannot question the. will- n iugness of the Company to 1 "restore" a a rate that allows them almost double e the figure fixed in their charter. They e have long been fond of charging much *d more than the law allowed. ti We doubt not that the merchants of hi Winnsboro would gladly have kept n the matter out of the courts, could it they in that way have had their rights s' respected. But their efforts with the Company have been without result, tr save renewed annoyance. Indced, I from wha we lnow, they have barely e been treated with proper courtesy. n One merchant, at least, had to write o numerous letters and wait some g months before he could get back a sum tc of money unlawfully exacted of him se by the Company. In such a state of 8 affairs, it was quite impossible for the merchants and the railroad authorities H to meet upon common ground and a "make up a test case." The Compa- ta ny deliberately offered fMe gage of bat- ti tie, and the merchants took it up. I We ask those newspapers that have af printed the Register's paragraph to correct the mistake made by that pa per. We have requested sitch correc tion of the Register, but that request has remained unnoticed. By the way, the Register has never published a word about Comnmissioner m lionham's decision that cotton in bales e1 must be charged for by weight. It si seems a little remarkable that the Reg- P ister's active reporter should be igno- a rant of so important an item of Colum bla news, when It was heard in Winus boro on the 16thinst.,'nd was published in the News and Courier of the 17th.
