Taking the Census. - The census of 1880 will be one of great importance, not only as showiii the actual progress of the country during the second decade of peace, but. also as fixing lie basis of repre. scntation in the I louse of Rlepresenta tyives. Tl'his matter wiil have to be carefullly looked into. The Ne r York h/crald, taking the rates of inlrease between the Federal census of 187C I and the State census of South Caroli t na, estimates a population for uts of 1,141,000. If we get anything like t this there need be no cause of coin plaint. - One of the principal points in Cox's bill is to have the census taken in as short a psriud as possible so as to provide 9 against double enumerations. Ue' pro - poses an average of one hundred dayg with shorter time for cities. As an ex ample of' the rapidity with which an enumeration may bb made, the last census of Great Britain has been c cited. There pr'inted slips were lefl at each house, and in one night, that of Sunday the 2nd of April, these blanks were filled in through all 1 England. The houseless population were enumerated by the police, the navy by the admiralty, the merchant seame i by the customs bureau, and the army through the field marshal's oflice.
