Taking the Census.
- The census of 1880 will be one of
great importance, not only as showiii
the actual progress of the country
during the second decade of peace,
but. also as fixing lie basis of repre.
scntation in the I louse of Rlepresenta
tyives. ''he hitter point appears to bc
of greatest importance in the eves of
party leaders. Sunset. Cox, in re
portiig an elaborate bill, proposed that
the census takers be al)ointed by the
governors of the States. The lladi
t eals opposed this, as by leaving the
appoiitilents in the hands of thc
executivo department, Radicals will
be chosen. 1t is charged that the
Radicals intend to cook the census s8
as to deprive the South of representa
tion. Tl'his matter wiil have to be
carefullly looked into. The Ne r York
h/crald, taking the rates of inlrease
between the Federal census of 187C
I and the State census of South Caroli
t na, estimates a population for uts of
1,141,000. If we get anything like
t this there need be no cause of coin
plaint.
- One of the principal points in Cox's
bill is to have the census taken in as short
a psriud as possible so as to provide
9 against double enumerations. Ue' pro
- poses an average of one hundred dayg
with shorter time for cities. As an ex
ample of' the rapidity with which an
enumeration may bb made, the last
census of Great Britain has been
c cited. There pr'inted slips were lefl
at each house, and in one night, that
of Sunday the 2nd of April, these
blanks were filled in through all
1 England. The houseless population
were enumerated by the police, the
navy by the admiralty, the merchant
seame i by the customs bureau, and
the army through the field marshal's
oflice. Special sclteduless were print
ed for (lie enumeration of persons in
public institutions, on board vessels,
- or in charge of boats and barges etm
ploVCd in inland navigation. I'ersons
traveling during the ntight of Sunday,
April 2, were to be included in the
schedules of the hotel, or the house at
t which they arrived on the morning of
Monday. Persons engaged in work
- away from home during the night of
Sunday were to be included in the
- schedule lefl at the house where they
usually resided. The causes 'Why an
unusual number of persons were
present or absent at any given places
were to be reported. The expedition
- with which the enormous mass of
- information was assorted and corn
r'. piled may be known from the tct
' that the abstract slhowin, the popl-la

.Since so much depends on the
