A CONolk sst1oAL committee has exotietated Congressman Acklen, of Louisiana, of the charges or immorali ty preferred against hi. THE Bmsit I House. of Commons has sustained the ministry in the Afghan war business by a vote of 828 to 227. Tu GnAND DUCHESS Of Hesse Darmstadt, Princess Alice, of Eng land, died at Daemstadt on the 14th, of diphtheria. The Grand Duchess was the third-ehild and second daugh ter of Queen Victoria. She was born April 26, 1843. Her father, the late Prince Albert, died on Saturday, December 14, 1761; a remarkable coincidence. Her death has caused a sensation in her native land, and great sympathy is expressed for Queen Victoria by all her subjects. The disease diphtheria, it seems, knocks alike at the palace and the cottage gate. Fighting Dick Anders3n. The following letter from the Co lumbia Register will strike a respon sive chord in th hearts of the thou sunds who remember "Fighting Dick Anderson" and the mignificent divis ion he commanded. It Is indeed a matter for dep regret that he should seem to be forgotten when so many others Who 'did less than lie in the days when men proved their metal have been so generously rewarded: FAiFIELD, S. C., December 11. Are we 'an ungrateful people, and have we forgotten all that was glori ous In the past? Have we ceased to think of those we honored and sonic of us followed on many glorious and bloody fields in our late struggle for constitutional fleedom? The South Carolinian who held the highest rank in the Confederate army has earned his bread since the war as ai humble clerk, seeking nothing, asking for nothing, eOntent with a living made by daily toll, until want of emplov ment has driven him from our borders to seek employment in another State. I refer to It. H. Anderson, once a Lieutenant General in the Confederate army-an e4ucated and high-toned gentleman, and whose *orth is only equalled by bis modesty. There are those living in South 'Carolina who would blush to know that the State has a place to give that would be acceptable to and be a good living for General Anderson, and that lie has it not. I mean the place of Superin tendent of the State Penitentiary; and if the authorities that be are satisfled the Tresent inouinbent carpet-bagger has iad the place long enough, for God's sake make a vacancy, and pult in R1. HI. Anderson-the best and pulrest of men, the bravest of the brave. What say those of his old soldiers living in ihe Stat e? Rise up, and put him in place. Shame I Shame!i Can a carpet-bagger hold a flit office anid Dick Anderson wander a poor, exile? Think of it. FAIRFIELD. The Presidential Election Bill. Mr. Edmunds' bil to regulate f\ture Presidential elections, which has passed the Senate by a solid iepubli can vote, with the aid of Seuators Bayard, Merrimion and Morgan, pro vides that electors of President and Vice-President shall be elected in each State on the 1grst Tuesday in October, in every fourth year, and on the same day in October wvhenever there shall be a vacancy in both the offices of President and Vice-Presi dent. The electors are to meet and give their votes for President and Vice-.Presidenit on thle second Monday in January next following, at such place in the State as the Legislature of such State shall direct. In the ease of vacanoy in both offices of President and Vice-President occurring more than two montho preceding the fIrst Tuesday in October, the secretary of State shall oause a notification thereof to be made to the Execcutive of every Saemyprovide by law, enacted prir t. he aynamed for tile elec tion f ele t,for the trial and de terminatioo any controversy cn cerin thirappointmeont hefore the tim fied ortheir meeting, the secndMonayin January. The eletorl vteshall be counted by the two Houses of Congress on the second Modyof February succeeding every meein .o teOleCtor's. Every ob jeetion shlall be made in writing, tangthe reasons, and be signed by. aleast one Senator and one member ofthe House of Rlepresentatives. TeDomooratic S9nators, with the above exicoptions, opposed the bill, the chief argument being that it is unconstituitional, as hxing the duties of a subsequent Congress. Senator Hill oppdAed it on the ground that it allowed tooindeh time to elapse be tween the election of elector, and the being that th) three months Inter vening win be devoled to raiNiU questions and dissensioins instead olf allaying them. The bill has its dis advantages. It would change the day of general elections, and as almost all the States, by their constitutions, have conformed their State elect ions to the time of Federal elections-Novemi ber-great confusion would result. The great anxiety of the Radicals for a fair count has arisen since both Houses of Congress have passed froni their hands. As long as they count ed, the present ambiguous law satis fled then well enough. Would it not be just as well to let a Democratic Congress try its hand at counting just once under the present law?
