Having thus shown up the dough ty Stolbrand, tihe Commission next pay their attention to tile noble Dennis, and begin with the astound. ing assertion that they findi Is administration "*nmarkedl by fraudls and irregularities nlot su rpassod in any other department of the pulic service." TIhis seemingly bold declaration is fully substantiated by the details which are given. They signalized their entry into office by a scheme for swind hing the Staito by furnishing bricks worth $8 a thou.sand and charging $12 a thlousalnd for them. But this, being rat.her slow, was improved on b)y supplying only a simall quantity of bricks and charging for them twvo or throe times. It appears from the evidonco that noe more than five hiundred thousand bricks woero fuir nislhed, for which Neaglo was p)aid $10,000, Nash $4.962.60, and both parties, at diffrent times in orders on Solomon, $1,627.76-making in all $16,500.36, or some~thinig over $35 per thousand. Nasn was 'pro vided for in addition by orders on Solomon to the amnotn of $8d00 e month for four months. For layno, A IJOoUS CONTRACT for wood was made with an imagi nary "Win. Snoider," and Hayno was paid some $1,800, which was charged to tho penitontiaryon his wood con tract. When Dennis went into ofilie he found Hardy Solomon in pos;iession of $15,000 in treasury warrimts signed by Governor Scott, which had been paid him on ac count by General Stolbrand in 1872, mut which ho could not use on aecount of an Act of the Legislature piassed about that time requiring warrants to be executed by the Comptroller-Genoral. Dennis issued to Solomon regularly executed war, rnuits in lien of the old ones, but, instead of the old onus being de stroyed, they were lodged with Governor Moses, and he, with the aid of D. H. Chamberlain, then Attorney-General, negotiatod, with them as collaterals, a loan of $10,. 000 from the Bank of the State. The report says that there is no roason to doubt the truth of this transaction, and that it was one of tihe MoST FLAGITIOUS ACTS of that corrupt period. In 1873 a quantity of United States army clothing was bought for the use of the penitentiary, and this was used by Nash for uniforming his regi ment of National Guards. Several petty acts of theft are also charged agaii.st Nash, Singleton, an ox .nember of the Legislature, and Barker, of Edgefield, at that time :haiirnan of the House Penitentiary Committee. Presents of the work of the convicts were made to offi cials of high and low degree. Hayne, Secretary of State, and his own brother, kept high-bred horses at the penitentiary at the public expense, tho grooms, as well as the food, being paid out of the funds of the penitontiary. The following SPECIAL ACT OF CRUELTY is also charged, in addition to the long array of frauds and thefts. The reo"rt, says "On one occasion IenrY iayne, a director, to punish a convict for some alleged offence, had him stripped entirely naked, and, aftor tyir g him up by his hands and smearing molasses all over his jerson, left him to the tortures of a hot summer sun and swarming Lias." This samo Henry Hlayne, who by the way is a colored man, is acecused of having, on various occa sions, without authority of law inflicted lashes upon convicts with his own hands. In regard to the administration of Colonel Parmole, the Commission say they could find no evidences of the existonce of wrongs and irregu haritics such as charactorized pro - vious administrations. The grounds and promises are well policed and in exceolnt order, the books and records full and clear, with proper vouchers, and the maintenance of convicts is reduced to a scale of economy that will scarcely admit Qf further reduction, namely, eight cents a day for each convict. In conclusion, the report treats of escapes, the means of prevention, the proper employment of the convicts, all of which have been fully discussed in these columns in -onnect ion with the annual rep)ort cC Colonel Parmelo, previously published. The report shows that a great amount of evidence must have been .akon, and that the Commission, cosisting of Senator -Cannon, of 5Ipiartanburg, and Representatives 11. R. Homuphill, of Abbeville, and I. A. Gaillard, of Fairfield, not only dtevoted much time and labor to the task assigned them, but that they performed their work with a persistent and intelligent skill wor thy of all admiration.
