An Ordinance TO RAISE SUPPLIES FOR THE YEAR 1909-1910. BE IT ORDAINED BY THE TOWN COUNCIL OF GAFFNEY IN COUN CIL ASSEMBLED AND BY THE AU THORITY OF THE SAME: That a tax to cover the expenses of the said •town from the first Tuesday in March, 1909, to the first Tuesday in March, 1910, he. leved and collected in man ner and form following: Section 1. There shall be paid on each dollar of the assessed value of all real estate and personal property, the sum of eight mills for sinking fund; and the sum of two mills for the payment of interest on town hall, electric lights and water bonds, mak ing a total of ten mills. Sec. 2. That each and every able bodied male person between the ages of 18 and 50 years, except such per sons as are exempted by the State law, shall pay on or before the first Tuesday in March, 1909, the sum of two dollars for road and street ex emption; and any person liable to said tax who shall fail to pay the same within the time specified shall be required to work the streets of the said town six days under the di rection of the street Overseer; and any person who is liable for said tax and fails to perform the said labor or pay the said tax shall, upon con viction, be fined not less than five dollars or more than ten dollars, or be imprisoned for not more than twenty days nor less than ten days, or serve for a like period on the streets of said town or upon the countv chaingang at hard labor. Sec*. 3. That not exceeding twen ty-five dollars, within the discretion of the Mayor, shall be paid per day, by every itinerant trader or auc tioneer, offering for sale within the corporate limits of Gaffney at auc tion or otherwise any goods, wares, or merchandise, to others than the ’trade, to be paid each day in advance, and every itinerant trader or auc tioneer liable to said tax who shall fail to pay the same as herein pro vided, upon conviction, shall be fined not more than fifty dollars or be im prisoned not more than thirty days, for each and every day or fraction thereof, he shall so offend, or shall be sentenced to service, at hard la bor. upon '.he streets of said town, or for a like period upon the chain- gang of the county; provided this shall not be held to apply to dealers in grain, fruits, poultry, earthen ware nr manufacturers of like character raised on or produced on the ven der’s own farm. If to a corpo ration it shall contain the name of ♦ ho corporation and the names of the officers of the same. Any person or persons, carrying on business or occupation or running any establishment or business named in this, or proceeding sections, with out having taken out a license there for, as herein provided, shall be fined, upon conviction, except in cases where special penalties are imposed, the sum of not more than twenty-five dollars per day, or fraction thereof, or be Imprisoned in the town prison, or county jail, or be sentenced to hard labor on the streets or oUier public works of the town for a per iod of not more than five days for each and every day, or fraction there of such business, occupation or pro fession is carried on without such license. No license shall be issued for a less period than twelve months, unless otherwise specified above. For any business, calling, occupa tion or profession not enumerated in the foregoing a license tax of not more than twenty-five dollars shall he paid to the clerk by the person, firm or corporation engaged In or running same. All licenses issued under this ordinance shall be posted in a con spicuous place on premises where business or profession is carried on and subject at all times to inspec tion by the officers of the town. Any person or persons failing to post said license shall be subject, upon con viction, to a fine of not more than twenty-five dollars or imprisonment for not more than ten days. Section 6. The tax on real and personal property provided for in this ordinance shall be paid on or before the first Tuesday in March, 1909, and any person, firm or corpo ration liable for same, who shall fail to pay the same on or before said date, shall he liable to a penalty of fifteen per cent, of such tax, and tax and penalty with cost, shall be col lected by execution or other legal process. Any person, firm or officer of any corporation making any false returns where a return under oath ts »y this ordinance required, shall, upon con viction, he fined not less than twenty five dollars, nor more than fifty dol lars, or be imprisoned, at hard labor upon the public works of Gaffney, or streets, or the county, in the discre tion of the Mayor. See. 7. Woodruff, Jan. 20—Gored in the side, face and breast by a raging cow, which had been angered by a aog while she was milking the animal, Mrs. F. B. Castleberry, mother of L. E. Cartleberry, of the firm of Castle berry & White, who lives a mile and a half from Woodruff, lay at the point of death last evening, the members of the immediate family having been called to her beside. Mrs. Castleberry was seated upon a stool milking the cow when in a rear lot a house dog, which the cow despised, began to worry the animal. The cow became angry and bolted for the dog, which dodged and continued to bark and snap at her. Mrs. Catsle- berry, being sixty years of age, was not able to keep out of the path of the frightened animal and was first run over and knocked down. It was after her pathway had been obstructed by Mrs. Castleberry’s form that the cow left the dog, and wheel ing, gored the aged woman In the side as she endeavored to rise to her feet, trampling her and * turning again to renew the attack. Those in the house hearing her screams, ran to the rescue, but did nau arrive before she had been hor ribly mutilated. The beat off the cow with sticks and gently carried the unconscious form into the house, where she was quickly given medical attention. Aside from flesh wounds inflicted with horn and hoof, two ribs were found to be broken on one side and 1 several on the other. From the first | it was feared that the aged lady could j not live, and yesterday afternoon the family was called to her beside, the end seeming near. Lee is given in he Manufacturers’ Record of January 14th in an article entitled “Rounding Out of the Nation’s Life Through Southern Development,” in the course of which it said: “At the close of vhe Civil War sev eral young men who had served in the Southern army, so the Manufac turers’ Record has recently been told by one who was in the party, called on Gen. Robert.' E. Lee. In explain ing the object of their visit they said to him: “ ‘Your name lias carried us into many places where we did not want to go. Now we want to vake your name with us where we are going, and we have come to ask for your autograph on these photographs.’ “Geh. Lee, in reply, said: “ ‘If my name has carried you, as you say, into places in which you did not want to go, I want you to be careful not to cary it. into any place where I would not. want it to go. Where are you going?’ “One said that he was bound for Mexico, another that he was looking to the far Southwest, and the others to distant sections because they felt there was no opportunity for them at home by reason of the destruction caused by the war. “Gen. Lee said to them: “ ‘As soldiers you served your State faithfully; you did your duty, you risked your lives in the service of your country; but your State needs you today more than it needed you in the war. It has hard problems to settle. Its business interests have been destroyed, and for these very reasons it seems to me your State has a right to ask you to stand by it in uiese days of trial and to help to rebuild its fortunes.
