YEAR 1909-1910.
BE IT ORDAINED BY THE TOWN
COUNCIL OP GAFFNEY IN COUN
CIL ASSEMBLED AND BY THE AU
THORITY OF THE SAME: That a
tax to cover the expenses of the said
town from vhe first Tuesday in March,
1909, to the first Tuesday in March,
1910, be leved and collected in man
ner and form following:
Section 1. There shall be paid on
each dollar of the assessed value of
all real estate and personal property,
•che sum of eight mills for sinking
fund; and the sum of two mills for
the payment of interest on town hall,
electric lights and water bonds, mak
ing a Votal of ten mills.
Sec. 2. That each and every able
bodied male person between the ages
of 18 and 50 years, except such per
sons as are exempted by the State
law, shall pay on or before the first
Tuesday in March, 1909, 'the sum of
two dollars for road and street ex
emption; and any person liable to
said tax who shall fail to pay the
same within the time specified shall
be required Vo work the streets of
the said town six days under the di
rection of the street Overseer; and
any person who is liable for said tax
and fails to perform the said labor
or pay the said Vax shall, upon con
viction, be fined not less than five
dollars or more than ten dollars, or
be imprisoned for not more than
twenty days nor less than Ven days,
or serve for a like period on the
streets of said town or upon the
county chaingang at hard labor.
Sec. 3. That note exceeding twen
ty-five dollars, within the discretion
of the Mayor, shall be paid per day,
by every itinerant trader or auc
tioneer, offering for sale within Vhe
corporate limits of Gaffney at auc
tion or otherwise any goods, wares,
or merchandise, to others than the
Vrade, to be paid each day in advance,
or fraction thereof such

the cot&racts for the new Jewell
Cotton Mill have been placed.
Cllffside, N. C.—It is reported that
the Cllffside Mills are contemplaMng
the doubling of their plant, which
now has 20,000 spindles and 900
looms.
Rorth Hill, S. C—Work on the ad
dition to the HamiKon-Cahart Mills
is progressing rapidly and the new
looms are expected about February
15th.
Charlotte, N. C.—The Howell Mfg.
Co., of Cherryville, N. C., is reported
Vo double its plant this year. It now
operates 2,600 ring spindles and 1,400
twister spools.
King’s Mountain, N. C.—It is re
ported Vhat the Cora Mills will soon
install the 10,000 spindles for which
they erected the building last year.
Worth, N. C.—It is reported that
O. D. Carpenter will immediately
add 4,000 spindles to his mill at this
place. This addition was proposed
last year but was abandoned on ac
count of the panic.
Monroe, N. C.—It is reported that
the managers of the Icemorlee Mills
will at vhe Januray meeting of the
stockholders submit a proposition
for another mill to be built near the
present one.

Any person or persons, carrying

out having taken out a license there
for. as’herein provided, shall be fined,
upon conviction, except in cases
where special penalties are imposed,
the sum of not more than twenty-five
dollars per day, or fraction thereof,
or be imprisoned in the town prison,
or county jail, or be sentenced to
hard labor on the streets or ovher
public works of the town for a per
iod of not more than five days for
each and every day, or fraction there
of* such business, occupation or pro
fession is carried on withouV such
license. No license shall be issued
for a less period than twelve
months, unless otherwise specified
above.
For any business, calling, occupa
tion or profession not enumerated in
the foregoing a license tax of not
more than twent>-five dollars shall be
paid to the clerk by the person, firm
or corporation engaged in or running
same. All licenses issued under this
ordinance shall be posted in a con
spicuous place on premises where
business or profession is carried on
and subject at all times to inspec
tion by Vhe officers of the town. Any
person or persons failing to post said
license shall be subject, upon con
viction, to a fine of not more than
twenty-five dollars or imprisonment
for not more than ten days.
Section 6. The tax on real and
personal property provided for in
this ordinance shall be paid on or
before the first Tuesday in March,
1909, and any person, firm or corpo
ration liable for same, who shall fail
to pay the same on or before said
date, shall be liable to a pen aft y of
fifteen per cent of such tax, and tax
and penalty with cost, shall be col
lected by execution or cVher legal
process.
Any person, firm or officer of any
corporation making any false returns
where a return under oath is uy this
ordinance required, shall, upon con
viction, be fined not less than twenty
five dollars, nor more than fifty dol
lars, or be imprisoned, at hard labor
upon the public works of Gaffney, or
streets, or the county, in the discre
tion of the Mayor.
Sec. 7. Any person, firm or cor
poration liable to the license taf

Trenton, Tenn.—W. P. Hurt, of Fay-
ettsville, Tenn., and his brother, J.
H. Hurt, of Shelby, N. C., have bought
a one-half interest, in the cotton mill
here owned by the Lewis brothers.
The company will be reorganized and
additional machinery installed. The
Hurt brothers are practical mill men.
Spray, N. C.—On New Year’s day
the Carolina Cotton & Woolen Mills
Company was incorporated, bringing
one million dollars additional cash
capital to Spray, and opening up new
and advantageous business avenues.

Spartanburg, S. C .—The Spartan
Mills will begin the work of erecting
a new warehouse at once. It will not
be near so large as the present one
though it. will be a modern building
constructed after the latest ideas of
warehouse const ruction.
LexingVon, N. t\—The new Dacotah
Mill has placed a contract, with the
Mason Machine Works for 1,640 spin
dies and its complement of cards
Also with the Providence Machine
Company for roving machinery and
Kitson Machine Company for lap-
pers.
Columbus, Ga.—The Bibb Mills at
North Highlands are preparing to
install a large number of new ma
chines in the plant, the demand for
the fine yarns made at these mills be
ing greater than the capacity of the
mills produce. Nothing is made but
the finest yarns and both Sea Is
land and Egyptian cotton is used to
a considerable extent. The mills are
owned by Macon captalists and are
run by water.

Just how true these words are only
one who has been thrown in prison
with only God’s love to sustain them,
can realize. I did not intend coming
so soon after my liberation buc that
joke about the asylum and postage
stamp is too good to pass over.
It’s a fact things do happen like
vhat, and you can make people be
lieve just anything you want them
to, and a little more besides—if you
will only persist. I have had some
laughable as well as aggravating and
sad experience during the past three
months and will relate some of them
from time to time for the edification

We avtended Sunday school at Re-
hoboth last Sunday and were pleased
to find a good crowd present, also
preaching Sunday. Rev. W. T.
Thompson preached (an eloquent and
soul-satisfying sermon.
