March 31.—The time of the senate this week will be devoted to the Statehood bill, though why ir. should take a body a whole week to make up their minds to give the people of Arizona and New Mexi co a square deal is a mystery. It is generally conceded that the Foraker amendment will be adopted, and if this is done w e will continue to get alon" with two territories, a« neither New Mexico nor Arizona want to be united in the holy bonds of joint Statehood, and both will vote against it. Nelson Cromwell, attorney for North and South Ameri ca and part of Europe, has proved to the public that while it is hard to get the truth out of a corporation, it’s a blamed sight harder to get it from a ci -poration lawyer. His evasive and flippant answers to the legitimate queries of Senator Morgan, during the testimony taken before the senate committee on canals, have earned for him the condemnation of every honest man, and it is high time that some steps were ta^en by which the truth could be forced from rascals of this stripe. All credit to Senator Morgan for his earnest efforts. are made up by their wives or help. The city chag) don’t know how to make them, go he buys those already made by a manufacturer or shipper, which contain these modern preserv atives. What is the result? Whenever you begin to see any more hope for the people from Ryan-Belmont than thfev formerly had from the McCall- McCurdys. who were merely officers of the Ryan-Leagu‘ for-the-Re ief of- the-People-from-their-Money, why its time you consulted a doctor, and a good doctor at thkt. And if you policy l-oldors make up •your minds to go after your rights don’t be too hasty. I advise you all to get together, organize policy hol ders’ associations in each State, to protect your interests. But look out for the numerous grafters who are trying to take advfntage of youj pre dicament to enrich themselves. And_ the better the name looks the harder you want, to look into it before signing up. -T '¥ N J. The selection of Jim Griggr. as chairman of the Democratic commit tee is something of which we will be proud, as it will practically assure us a Dem cratic majority in the next congress, and also that the committee won’t be under any Wall street con trol. This Is a step in the right di rection, and if followed up by the peo ple, will bring the Democratic party a sweeping victory at the next elect ion. What we want to do is to bead off the wolves who are trying to get control of the party, and the rest will be easy, but to do this we must koo our eyes on the primaries, as this is where the wicker work is done. See that vou send honest, delegates to the next convention and you have won half of the fight. Ix)ts of people who don’t know any thing about the shipping bill say It is no good. I give it to you in a nut shell, and you can decide for your self if you want it supported by Dem ocrats. Here it is: Senate bill 529, framed by the President’s Merchant Marine Com mission and passed Feb. 14 • by the senate, provides for: T. A volunteer naval reserve of 10,000 officers and men of the mer chant marine and fisheries, trained in gunnery, etc., subject to the call of the president in war, and receiv ing bounties as 33,500 British naval roserve men do. 2. Subventions at the rate of five dollars a gross ton a year to all car go vessels in the foreign trade of the Cnited Slates, and to craft of the deep sea fisheries, and $6.50 a ton to ves sels engaged in our Philippine com merce—the Philippine coastwise law being postponed until 1909. But these cargo vessels in order to receive sub ventions musr be held at the disposal of the government in war. must con vey the mails free of charge, be sea worthy and efficient, carry a certain proportion of American and naval re serve men in their crews, and make all ordinary repairs in the Unfied States. Ships lose their subvent ions If they leave our trade for "hat of foreign countries, or if. like the Standard Oil craft, they are not en gaged exclusively as common car riers. 3. Subventions to new mail lines from the Ailantic coast to Brazil, Ar gentina and South Africa: frem the South Atlantic coast to Cuba: from the Gulf coast to Cuba, Brazil, Mexi co, Central America and the Isthmus of Panama; from the Pacific coast via. Hakaii to Japan,, China and the Philippines, and to Mexico, Central Mexico and the Isthmus of Panama, and from the North Pacific coas*. di rect to Japan, China and the Philip pines, with increase^ compensation’ to one existing contract line from the Pacific coast, vfca Hawaii and Samoa to Australia. All ships receiving subventions must be already American by regis ter or American-built—|hus exclud ing rhe foreign-built fleet of the At lantic Steamship Combination. Not one dollar is given to fast passenger and mail lines to Europe. Ships con structed for foreign commerce to re ceive these subventions can, under the Dingley tariff, be built, equipped and repaired of materials imported free of duty. The maximum annua] cost of the proposed mail subventions will be about $3,000,d00; of the other subven tions and retainers to the naval re serve, from $1,550,000 in 1907 to’$5,- 750,000 in 1916. If tonnage taxes are increased, as originally proposed the legislation will cost nothing the first year, but turn $(>1C,00() into the *reas- ury, and the annua] average net cost for ten years, with the building of new ships, will be $4,625,000. Great Britian next year will pav $6,000,000 or $7,000,000 in shipping subsidies, France $8 000,000, Italy $3,000,000, and Japan about $4,000,000. Chas. A. Edwards. R. I* or a number of days last week and tne week before the court of Gaff ney. Judge Memminger presiding was engaged in the trial of one George Hasty for killing two men who were connected with a show, and who were guests of the hotel of which be and nis brother were proprietors. With lawyers doing all they can to defeat the ends of justice, is It any wonder thar lawlessness abounds in South Carolina? It seems that every consideration possible is giveft crim inals. and that verv little is given the State. Bv this we do not mean that -irosecntlng rttorneys -to not strive to do thHr duty, but nubile senimeut ap pears to demand that white criminals should escape punishment, it matters not what their crimes mav be and It is hard to get juries who will convict murderers. As the result red handed murders are to be found in almost every community, and still the bloody work continues. When the demand is made that he who sheds man’s blood bv man—that Is by the law— shall his blood he shed, we may hope for a better state of affairs.
