Rojesvensky’s Tactics. * From Admiral Rojestvensky's ac count of his tactics in the battle of the Sea of Japan, published in the Novoe V-remye today, the reader is almost convinced that the Russian comman tier out manoeuvered Admiral Togo at every point and was himself the real victor. He declares he knew' Admiral Togo’s exact whereabouts two days be fore the battle, made his dispositions acordingly and entered the fight with his eyes open. The admiral only cas ually states in the course of his letter that the minister of marine is investi gating the causes of the catastrophe in order to determine whether the com mander shall be courtmartialed for the loss of the fleet. The charge that the British admiral concentrated his ships at Wei Hai Wei expecting to receive an order to de etroy the Russians in the event of Ad miral Togo proving unequal to the task, has aroused a considerable sen sation in diplomatic circles all the more so as Admiral Rojestvensky’s letter was published with the permis sion of the minister of marine and no doubt is entertained that it will Ik made the subject of diplomatic repre sentations to Great Britain. The gov- ernment is putting on the screws tight er and tighter. War Minister Rudi ger has issued an order absolutely pro hibiting officers, privates and employe- of the ministry wa.r department from participating in any fashion in political societies or attending theii^ meetings. So far as ascertainable not one ol those arrested during the last three weeks has been released. The same paper says that the newsboys who since the imperial reform manifest.: was issued, had been crying the most sensational revolutionary news in iht streets, and they have been prohibited under pain of three niont'hs’ imprison ment and $150 tine from even mention ing the names of the papers they ar» st lling.
