Sept. 27.—While in New York the other .lay I met and talked with a man whose investments in manufacturing and the jobbing trade aro sufficiently large to entitle him to he classed with the millionaires. The announcement had just been made that Senator Elkin 1 * committee on interstate commerce was to meet next November to prepare their bill w.uch is the outcome of the hearing in this city in the early summer. My friend is not a railroad man nor in sympathy with railroad men. He is a self-made business man whose eye teeth have been cut after sharp con tact with the world and who has fought his way to the tortune he pos sesses. “I have just returned from a trip through the South and West,” he said to me, “and I have come to the con clusion that if the States ever need the help of the railroads in their in dustrial development ti is right now. Railway extensions, double tracking of existing lines and improvements in transportaton are asked for all through those sections of the country. The States need them more than the railroads need the extensions, for it is a fact that the railroads are having about ail the business they can attend ;o at the present time and with their present facilities. While certain new building that is absolutely imperative is in progress or soon to be so, capital is fighting shy of extensions solely account of their fear of State or legislation which will make investments more dangerous than they have been in the past. So any new projects in the air are held up' They will be in my opinion until iornething definite develops as to the temper of the people themselves to ward the railroads. “I believe in proper governmental tion to do anything looking toward tariff revision, then he does not know the temper of the aforesaid Republi can stand patters. The patronage for the new adminis tration has about all been parceled out and many of the leaders of the Republican party do not care a rap what the president thinks of them or their attitude. They are going to re fuse' to make a river and harbor bill and many other big appropriation hills in the hope that it will help to cut down the deficit in the treasury, thereby hurting the internal improve ments of the country, instead of mak ing the necessary appropriations and cutting down the tariff duties on many articles, thereby letting in more im portations and getting the necessary revenue to fill the hole in the treas ury. It looks as though they are also going to stick another tax on beer and coffee to help in the filling process. That looks now to he the reactionary and stand-pat program of the Repub lican leaders. Many stories have been told of the ingen ious tricks resorted to in the sale of illicit whiskey, but the “pillow” is the latest and most novel. One day Mr. Wesley was sitting by ; £ an open window, looking out over the bright and beautiful fields. Presently a little bird, flitting about in the sun shine, attracted his attention. Just then a hawk came sweeping down towards the little bird. The poor thing, very much frightened, was darting here and there, trying to find some place of refuge. In the bright sunny air, in the leafy trees of the green fields, there was no hiding place from the fierce grasp of the hawk. But see ing an open window and a man sitting hv it, the bird flew, in its extremity, towards it, and with a heating heart and quivering wing, found refuge in Mr. Wesely’s bosom. He sheltered it from the threatnlng danger and saved it from a cruel death. Mr. Wesley was at that time suffer ing from severe trials, and was feeling the need of refuge in his own time of troubles, as much as did the trembling little bird that nestled so safely in his bosom. So he took up his pen and wrote that, sweet hymn: “Jesus, lover of my soul, Let me to thy bosom fly, While the waves of trouble roll. While the tempest still is high." Wolfe, editor of a news paper at New Harmony, Ind., proposes to put a lion on guard in his office to lie the "fighting editor” in the event of any fighting having to be done.
