Hotels Are Being Built and Fitted Up With All Modern Sanitary Improve ments—The Unskilled Laborers Are Mostly Natives. Chicago, April 26.—Speaking of the actual physical work of build.ng the Panama canal Mr. John F. Wallace, chief engineer of the Panama commis- sion said today that an organization had already been formed embodying a total of 8.000 men. Of this number practically 6,000 men are enageged in equipment and construction work, and 2,POO men are engaged in policing i..< canal zone, and in sanitary work, ar.'i in cleaning up the isthmus. This or ganization will be rapidly increased and has been increasing at the rate of 800 to 1,000 men a month. Of the total number of men employ ed, about 10 per cent are high-cla^t men from the United States, and the rest are mechanics, artisans and borers that have been brought from the nearby South American and Cen tral American coasts, and from th West Indian islands. There is a de mand for men expert in the mechani cal trades; for instance, steam shovel men, draughtsmen,, enginemen, railway track fort men, carpenters skilled in heavy timber work and in the con struction of dredges and bridges. In addition to the repair of th eresidences about 2,400 that were constructed by the French, eight three story hotels are b» ing constructed at various cen ters of population, the purpose being the accommodation, principally of the unmarried American men engaged the work. Two of the hotels are com pleted. Material has been ordered and arrang ments made for the re maining six. The hotels are provided with bathrooms and all modern neces sary hotel appliances. BHD Arrested for Bigamy. The latest development in the ro mance of Dr. Kenyon V. Milliard was his arrest at Orangeburg Friday on the charge of bigamy. The arrest was made by Chief of Police Fischer on a warrant sworn out by Policeman Sam Bozard on information and be- j lief. As soon as the arrest was made Dr. Millard was taken to the office of Magistrate Brunson, where he was ex amined. He was represented by Judge James F. Izler. Dr. Millard was quite indignant over his arrest, and was at times dramatic in his expressions.! After living an honorable life so far, he said, it was bitter to think of being “arrested and separated from his beautiful flower.’’ Commitment pa pers were made out and Dr. Millard i was remanded to the custody of the, police. He is at a boarding house un-, der guard of the police, bail having been fixed at $500 but not given. Toledo, O., April 26.—Standing on the railroad track with his foot caught in a frog aud a long freight train up proaching, Eimer Green, a switchnn stood calmly and waited for death i the Wheeling and Lake Erie yards r the east en.i of Holmstead. Green was struck by the engine and his body thrown directly under the wheels r. the entire train of 20 cars passed over him. Green was walking along the rai road track when his foot was caught in a frog, and while he was trying tc release it the bright headlight on a freight engine appeared and almost blinded him. He worked vigorously to release his foot when he realized that the train was on the track on which he was fastened, but all in vain. As the train came closer he appeared to realize that he was a doomed man, and suddenly straightened himself up and clasped his two hands together above his head as though appealing tc heaven to assist him.
