WAR PRCC ABLE IN BALKANS. 6. Itan of Torkey Is Reported To Be Euylr.g ivlany Guns and Preparing For a Struggle with Bulgaria—Other News From Far East. Tokio, March 9.—It is believed lu re that there has already been a de cisive naval engagement in the vicin ity of Vladivostock and tidings of it are anxiously awaited. The Japan- -e fleet did not, it is said, go to Vladivostock for the purpose of bom barding the town, but to locate and attack the armored cruisers Gromo- ber, Rosia, Jturik and the cruiser Bo- gatyr, the Russian lleot stationed at that point. It is undrestood hero that when the Japanese liect arrived there on Sun day last it found the Russian squad ron absent. If this Is true it gave tie Japanese squadron advantages in the way of avoiding a battle close to the inshore batteries at the same time putting into a position to prevent the Russian ships re-entering the harbor. it is doubted that the Japanese with drew their entire squadron unless the location of the enemy had been dis covered, as it meant surrendering the a/lvantage of being in a position be tween the enemy and the enemy’s base. There is a sttong possibility that the Japanese found the Russian ships in the vicinity of Possiet bay and gave them battle there. The names and number of ships in the Japanese squadron have been kept secret, but it probably is sufficiently strong to di vide into two position, the one to r°w groccm’jorjiirect, $1.00 a bottle. Medical booklet fres. guard Vladivostock and the other to cruise i’l search of the Russian ships. It is reported the newly purchased cruisers Nisshin and Kaisuga are tak ing part in the present movement off Vladivostock. The navy department expects to receive dispatches tomor row from General San, where it was planned the Meet would call after the operation involving an attack upon the Russian squadron had been con cluded. The* Japanese are quite confident in the ability of their squadron to signal ly defeat the Russian ships and laugh ingly say the big Russian cruisers which stand unusually high out of the w ater, make excellent tragets. REFUGEES SEEK HIGH GROUND. Ice Gorges Still Causing Floods In Pennsylvania. Wilkesbarre, Pa., March 9.—The ice gorge -t Cl£’.;s Isiand below the town of Cuiavvi.,aa, pas forced the water into Front and Water streets and score; of families have been com pelled to seek refuge with their neigh bors who live on b’gher ground. At West Catawassa the employes of k< Delaware, Lackawanna and West ern railroad station were compelled to leave the building because of the high water. At Blooiosburg today the boiler rooms of many of the industries were flooded, putting out the fires and ren dering it imposs.ble to start the ma chinery. As a result hundreds of persons are idle. The cellars and first floors of hundreds of dwelling nouses are under water. The dam age to property will be heavy. There is almost a complete suspension of mining throughout the valley. The water is llowing into the col lieries faster than it can be pumped out. Fully 8,000 miners are idl« today. Tnere Is a total suspension of traf fic on the Pennsylvania and Delaware, Lackawanna and Western roads. The Susquehanna river is well with in its banks today and all of the towns flooded yesterday are again clear of water. The breaking of the ice gorge left from one to 25 feet of ice on the tracks of the Columbia and Port Deposit railroad from Turkey Hill to Safe Harbor. The railway tracks at Turkey Hill are about 20 feet above low water mark. 300 FAMILIES HOMELESS. :ientific C INE for Drunkenness. f . 3..t ip C .rc one* Harmless. Y^, March 9.—More than a hundred homes in the lower part of town have been flooded to the second stories and 300 families have been made temporarily homeless by a sudden rise in the Delaware river caused by an ice gorge. The electric light piant was flood ed and the town is in darkness. All day the river had been rising. Just before dark the ice started to move. It stopped at a big gorge 3 miles down the river and a large body of water immediately backed over the town. So sudden was it that many people standing on the banks were obliged to wade shoulder- deep in the stream and hundreds were imprisoned in their houses. ,-•* T ,- not surprise the authorities. St. Petersburg March 9.—Careful inquiry concerning ihc outlook in the Balkans develops the opinion in gov ernment as well as in diplomatic cir ri ■ is against an outbreak of war in the spring, although the danger is not considered passed. A peifeet understanding exists be tween Russia and Austria and besides the Russian authorities appear to he completely atigfled regarding the at titude of Bulgaria. What asurances the authorities have concerning Bul garia are not known but they do not tally with direct information from other sources representing Bulgaria as mobilizing, with having her plans perfected for an invasion of Turkey, and as beii g confident that she can defeat the Turks single-handed. Evidently the porte also is alarmed at the outlook, as an American (a rep resentative of an ordnance firm who came here to act as broken In the sale of South American warships to Rus sia) has been requested to go to C nstantinople, the sultan desiring to purchase a large supply of guns. It is a mistake to imagine that Russia is so engrossed with affairs in the Far East as to be unable to give attention to the Ball ans. She lias carefully r<‘frained fr in removing troops from the vlcinitj of the Roumanian fron tier and will lie prepared, If necessary, to assume her share in the event of ARMY AND NAVY BANDS BARRED. After Present Enlistment No Union Musicians Can Belong. New York, March 9.—The Musi cal Mutual Protective Union has adopt ed an amendment to its constitution fixing the status of Union members who are attached to army and navy bands. It was first proposed to expel them summarily, but the amendment was adopted in a modified form which al lows all enlisted members of army and navy bands who are in the union to remain until the terms of their en listment expire. If they re-enlist, however, they are to be expelled. No new members are to be enrolled from such bands.
