At last coDgrusa has come to the aid of the Charleston Exposition with a concurrent resolution to appro priate $90,000, or so much thereof as may be necessary to reimburse the messengers for expenses incurred on account of the government exhibit. Of course this is nothing but just that the government should pay the expenses of its own exhibit but still this appropriation will help the fi nancial aspect of the Exposition and will be appreciated further as an ex pression of good will on the part of the general government. Had it been earlier and larger, as it might have been, it would have been still more ■^gratefully received. ♦ ♦ ♦ ♦ Mr. Sanders, of Spartanburg, in troduced a bill into the legislature that when one-fourth of the qualified voters of a county should petition for an election as to whether a dispen sary in the county should be abol ished, that an election should be or dered and-if a majority of the votes were cast in favor of such abolish ment that the dispensary in such county should be closed. As the law now stands, there is ample pro vision for establishing a dispensary but none for closing one when once established. The bill appears to be perfectly fair and just. Yet it was re-coramitted, which meaES that it was virtually killed. The dispensary is too deeply grounded in State politics and wields too much power to be tampered with. No loop hole must be made through which it might possibly slip out and vanish. How is a compulsory educational law going to be enforced? The penalty for the want of a certain amount of education is already dis franchisement, or the deprivation of the right to vote. Can the State go any further than that? Will it drag the children from their homes and put them into the schools by force? Will it then keep an officer at the fchool to prevent the child from run ning away and to see that it returns everyday? Will it put both parent and child into jali and keep them there until they give satisfactory evidence o f repentance, submission and docil ity? We suggest that the number of dispensary constables be increased to five hundred for each county and that these constables be charged with the additional duty of compell ing the children to attend school. The dispensary and the public schools have been working beautifully to gether like a pair of twin sisters, and there is reason to believe that the scheme we propose would give ample satisfaction. Our House of Representatives spent nearly all of last Friday in a wrangle over the old familiar fish bill. There has hardly been a session of the legis lature within the memory of man, during which strenuous efforts have not been made to protect the fish of the rivers against the greed of their biped enemies of another element. We doubt if legislation on the subject has ever accomplished any good. There have been .aws requiring those who build dame across water courses to construct gate-ways for the pas sage of fish, but we do not think that the law has been enforced. At any rate since so many dams have been constructed, fish of good size and quality have about disappeared from the streams in this part of the 8tate. Especially is this the case with those species that annually ascend the streams for the purpose of spawning. JSome can remember when shad were plentiful in Broad river, and even in the Pacolets and Saluda. Now about the btst that cun be done by fisher man in these rivers is to catch a few catfish in them when they are muddy, and a few perch and minnows when they ire clear. Even a two- pound sucker is now a rarity. The fist ponds with their German carp have been abandoned, and we can no longer depend on our native waters to furnish this excellent article of food.
