Chaffee reports that the army will have to be retained in the Philip pines at least one more year, and then it must be reduced gradually and cautiously. He finds that only the army can teach the natives to appreciate the blessings that our government is bestowing upon them. The general complains that their pro fessions of friendship cannot be de pended on and that nothing but force can bring them into a state of civilization and amiability. Shame on tiie meu who treat their benefac tors with such ingratitude! ♦ ♦ ♦ ♦ The great isthmian canal project is taking prominent shape early in con gress this year. The bill now up ap propriates $180 000 000 for the con struction, with $10 (KK) 000 imme diately available for beginning the Work This is probably the biggest undi rtaking that the 20th century will see. and the first decade of the century will see it completed, lime and space, which once were intxora- b!c, are gradually yielding to the might and genius of man, and their complete annihilation appears now to be fore-shadow td in the march of the centuries. Jf this shadow should ever become a substance, would man then be immortal? There are unmistakable signs in the atmosphere o: business that tight times are approaching. The hulk of the short cotton crop has been sold at low prices, and now the producers are tantalized with a rapidly rising market. The speculators will make fortunes and the manufacturers who have laid in a stock for another year are on good vantage ground. But the poor farmer who has been com pelled to put his crop on the market as fast as it was gathered, can only gaze longingly into the blue distance whither bis fleecy treasurers have flown, and like little Nell’s grandpa in Old Curiosity Shop, sit down after the game is over, and shuffle and deal the cards again and add a keener pang to bis disappointment and misery by the discovery of what would have been if the money had ^ held out a little while longer. There I is a strong wholesome lesson in the ^ situation, and if farmers would j thorougly learn |t they would soon be making cotton their surplus crop and snapping their fingers at specu lators and the rest of the business world. That was a home thrust which Mr. Fleming, o> Georgia, made in con gress the other day when Mr Moody, of Massachusetts, lotroduced a bill looking to the reduction of Soothern representation on the ground that the South has disfranchised a large number of her citizens. Mr. Fleming Immediately introduced an amend ment providing that Inquiry also be made Into the representation of Massachusetts with a view to having It reduced to conform to the number of citizens of that State disfranchised by reason of educational and prop erty disqualifications. We hardly see how negro worshipers of the North are going to confer the right of suf frage on ignorance and poverty at the South and withhold it from the same elements at the North. But with the republican, might is right and will is law, and we may be sure that as long as the party is triumphant it will find some way of discriminating against the South.
