The tramp assented. He tremblingly swallowed down the drink, and as the rich liquor coursed through his blood, he straightened himself and stood before them with a grace and dignity that all his rags and dirt could not obscure. ‘‘(.entle.nen," he said, "I look to night at you and at myself, and it seems to me I look upon the picture of my lost manhood. The bloated face was once as young and hand some as yours. This shambling figure once walked as proudly as yours, a man in a world of men. I, too, onee had home and friends and position. The tramp ceased speaking. The glass fell from his nerveless fingers and shivered into a thousand frag ments ob the floor. [< l.i'sti r I ..’intern.] Discussions are frequently heard and many shades of opinion are given regarding the ability of the various South Carolina judges. The question of ability and knowledge of law are freely and openly discussed iiy many who are not members of the bar and who are not personally affected hy tin* courts. Even judges are not immune from criticism and their mistakes are frequently noted by the uninitiated. However, the supremo court is Hu* only body which has of ficial supervision over the work of the circuit court judges, and the re cords of that august tribunal are Hie only tangible means by which a just comparison may be made. The re cords are liable to public inspection and it is no crime to look up authori ties even on this subject. While the supreme court is hardly perfect in legal loro and general wisdom, yet it is the highest resort in the matter of common law. Mr. Adam C. Welborn, a Creen- villo attorney, taking notice of the diversity of opinion as to the ablest ami most learned judge, recently looked through volumes 17• f)2, in clusive, of the South Carolina reports and noted the decisions on all cases for two years. These volumes em brace the work of ten judges, two of whom uru no longer in the judiciary, and one, Judge Gage, whose short service hardly affords a fair test. The number of cases reported with the number of circuit court decisions sustained and the number reversed are respectively shown as follows: Aldrich. 1 sustained and 12 re versed; Ifenet, AS and 21; Buchanan, 2ti and Id; Gary. 22 and 7; Towns end, 22 and id; Walts, dl and 20; Kltigh, JO and 4. The percentage of reversals is as follows: Gary, 2d 1-d; Klugh, 2d; Aldrich, dd 1-d; Buchanan, dd d 41; Townsend, dti 1-9; Benct, dS 22-di; Watts, 39 II dl. According to the South Carolina reports, thereof, the decisions of .Indgo Ernest Gary, of the fifth cir cuit, arc more generally correct titan those of any other, and it is fair to say that his ability is generally rec ognized. Terry, surgeon general of New York Stale, says tno Springfield Republican, recently declared that it is rarely necessary to use the knife for the cure of appendicitis, and Dr. It. T. Morris, of Now York city, took issue with him and challenged him to give the record of ten patients treated without surgery. "Dr. Terry in reply gave the record of these ten cases, showing that every one of them has recovered, and he adds ten new cases with equally favorable re cords. Dr. Terry then adds that, as he glances backward and recalls the prominent persons, us, for instance, the Mexican minister. Norrnani L. Monroe, Senator Taber, Warren Ltdand and others who hud appendi citis, were operated upon and died, he wonders whether if the oil treat ment, consisting of a cathartic of cas tor and sweet oil, had been adopted, these men would not have been saved. Capt. E. A. Smith, president of the Bel/.er, S. C., Cotton Mills, is having a substantial stone wall built in front of his residence in Belzer. It is what might be termed the Gothic style, odd, but very handsome. A good many of our elegant Southern resi dences resemble in some respects Hie houses of the ancient Luke dwellers that were stuck up on sticks, but the Capt.’s house fronted by the gothic wall reminds one of those charming castles of Merry England with its homelike substantial air. The employes of the Odell Manu facturing Company, Concord, N. C., were to iiave had an excursion to Hie seashore this week during the shut down while the new down draft fur naces were being placed in the boiler rooms, but the special train could not he secured. The Odell Company, however, with usual generosity, have determined that their operatives shall have their outing anyway, so they intend closingdown in August 10 days for this purpose, chartering a train and taking big and little work ers all to the ocean, 200 miles away. A western editor replied by assuring his contemporary that a good many men in that section had done the same tiling by marrying one. A northern editor rt ports that quite a number of his acquaintances found trouble enough by marrying one without going any further. That truth is strauger than lictiou is illustrated by the following true story, relates the Lapeer Press: About 40 years ago a hoy was kicked by a horse. The physician attending the case found his skull was broken, and a good share of his brains had leaked out. Thinking to do the best lie could and knowing it would not do to leave ttio place vacant, the doctor took buckwheat flour, and, making a thick batter, trephined the skull and tilled the cavity. That boy lived and grew to bo a man, wciglw 2a0 pounds and is smart as most uiou. Refreshing showers have fallen throughout the stale. It seems that the unprecedented drought has at last broken. In some sections no rain of any consequence lias fallen since early in April. Other sections have been visited by local showers, but in many places the condition of crops is distressing. One of the fore most farmers of a neighboring county remarked that he would willingly give his crop to any one who would pay hisguuuo bill. In one county it Is reported that there are six hundred farms that will nut produce one bale of cotton to the farm. In some coun ties merchants are having stock thrown back on their hands. Bank ruptcy stares many in the face. In some states floods have caused de struction to life and property. There seems to be an unequal distribution j of rain. The clouds are coquetish. j The year seems to bo dividing it e f 1 into rainy seasons. Now an opportunity is presented for the goverment to show interests in its subjects. If an emergency fund were created of like amount to the pension fund.J relief could be easily applied in such cases where real distress prevails, and where re lief is an act ual necessity. Sioi*kliol(leri4 Meet. The stockholders of the Gaffney Manufacturing Company met yester day in tho company’s office. A ma jority of Dio stock was represented. The former officers were ro-electcd, and Mr. T. 11. Bennie was elected a new director. A semi-annual divi dend of five per cent, was declared. The .flUO BOO increase of stock was all taken before the meeting, mostly hy people living in Gaffney and Cher okee county. Tho reports of officers showed the business of the coinpany in flno shape, and the stockholders we have met are loud in their praises of the management of Bresident Wheat and his assistants, and of the high char acter of the operatives. Kiiiiiiikt Kcliool. Tho summer school for teachers of Cherokee county is now on the home stretch and bids fair to do its best work during this tho last week of the session. Brof. Blake and Townes have been faithful and regular, and not a reci tation has been neglected. The teachers have had plenty of work to do in each department, and no doubt they will receive such an impetus for good that Hie public schools of the county will be greatly beneiitted. Brof. Blake leaches Arithmetic and Geography, and from what we see his work is not only helpful to teachers but is often highly entertaining and inspiring to others. He is a model gentleman and we are glad to have him with us. Brof. Townes has charge of the English department and is quite earnest in showing our teachers how to parse and analyze sentences. He also requires his class to write com positions, some of which are very good indeed. ^ One of the best indicanons of the summer school is the sacritice which many of our teachers are making to attend. Men have left their crops and women are driving over ten miles each morning in order to get some thing new to carry to their schools during the coming session.
