South Carolina Hoys Win at Nivannali.
Chester, S. 0.. May 18.—Tliora \vas
a sensation here when the fact
that County Treasurer John 15. McFad-
den, who has held the ollico for 10 years,
.and who has been noted for being the
Jirst treasurer in tiro ^tate to settio with ,
the oomptrollor general, had boon, for
five years, engaged in systematically
defrauding the t:txpayors of the county.
A few days ago one or two taxpayers
ascertained, by carrying their receipts
to the county auditor, that they bad
paid more than the returns called for.
They went immediately to the treasu
rer. who paid back the overcharge wli m
the supposed mistake was pointed nut
to him. The parties went away satis
fied. but the rumor got abroad that
something was wrong, and taxpayers
from all parts of the comity Hocked to
town and presented their receipts to the
auditor; and in nearly every case it was
ascertained that an overcharge had been
‘ made. This, of course, caused great ex
citement, and it was ascertained that
these irregularities had been syst emati
cally carried on for live years.
Mr. McFadden was. up to the day of
the discovery, the sflongest man politi
cally in the county. Ho had served
pearly four terms of four years e;lch as
treasurer ami was considered invinci
ble. He has confessed his embezzle
ment, and is prostrated at his homo with
anxiety and remorse. The feeling tVr
him is one of universal sympathy. The
trouble is altogether between him and
the taxpayers.
Bond in the amount of Cl,000 was
given by his friends and he is now out
on bail to appear at the Juno term of
court. His condition, physical and
• mental, is such that there are doubts of
his recovery. A question has b< “n
raised as to the liability of his bonds
men for the amount that the taxpay n*s
have been defrauded of and the opinions
’ of legal men differ on the point.

Tampa, Fla , May 19.—General Wey-
ler’s proclamation forbidding tlie expor
tation of tobacco from Cuba after ten
days has caused great consternation
among the largo manufacturers in
Tampa. Many of them have large
quantities of tobacco purchased in Cuba
and they fear they cannot get it out in
the time prescribed. Some linns h.*.e
enough of tho new crop in Cuba to last
a year and it is in no condition to be
moved and will not be for some months.
A scarcity <$ bonded warehouse room
here has caused a large amount to be
stored in Havana and a fleet of schoon
ers will bo necessary to take it away,
tho regular steamers being entirely in
adequate.
Almost the entire Spanish population
of Tampa has forwarded a vigorous pro
test to Madrid against tho enforcement
of the proclamation. Tho move is re
garded here us one intended to throw
tho eigarmakers out of work, thereby
cutting off revenue from the Cuban
cause, as tlie eigarmakers have been
contributing largely to the fund.
Wjiylrr’* Modi’of Warfare.
Among the arrivals from Cuba on the
Inst steamer was a countryman from
the interior of the island. In speaking
of the atrocities committed, he cites the
following eases, interspersed with gen
eral news:
“At tho San Mignel railway station,
between Havana and Mantanzas, a
Spanish column, upon their arrival, be
gan slaughtering five laborers who had
started to work in the sugar fields of
Central Casanova. The soldiers had re
ceived orders to kill every Cuban they
might meet.
“Arriving at tho station of Colnmna
do las Minns they threatened to shoot
the nephew of the owner of that largo
estate, but desisted from the attempt
when he asserted his citizenship to tlie
United States.
“The same body of soldiers went on
to tho town of Tutnba Cuntra, where
they killed three more laborers, one of
these leaving fen children and another
seven. The bravo soldiers afterward
giving in their report that they had
killed eight insurgents in a skirmish.

np Jarueo river, directly after burning
the city of Jibaeoa. This guard num
bered in the neighborhood of 7,000 men,
and they encamped on tho sugar plan
tation of Central licdvoso.
“Serafin .Sanchez, who commands the
southern division, encamped near
Guines, with 6.000 men. It is asserted
in Havana that Punta Brava was burned
by Antonio Maceo. Y/herover there are
Spanish soldiers their leaders have or
ders from Woyler to kill every Cuban,
men and women, suspected of sympa
thizing with the Cuban’s cause. Tuo

indebtedness to tho National bank of
Denver aggregated $345,000. Of this
amount $192,000 was secured from tho
Commercial and German National
banks and the remaining $153,000 was
borrowed of banks that survived the
panic.
The American National, which sus-
f iomied recently, is said to have been a
user. Receiver Frank Adams of the
Commercial National and Zcnh T. Hill
of tho German National have been
pressing Miller for a settlement, but tho
truss dealer, who moved his residence to
Chicago soon after his financial backers
went to the wall, has been standing
them off with promises to bond Mr. com
pany and square up his indebtedness.
Miller floated bonds in Chicago for
$825,000. but not one cent of this money
ever reverted to the hanking institu
tions in Denver, to which he was largely
indebted.
If was upon the receipt of the news
that he had received the money from
his bonding operations that the receiv
ers withdrew ail objections to criminal
prosecution, as they were now assured
he did not intend to pay.
While in Denver. Miller was very ac
tive in church and Sundnysohool work.
