Interest is awakening in this all but abandoned industry. Perhaps it has reached the low water mark. Circumstances seem to have com bined against the raising of mutton. Tho cur is more petted than ever. Every cabin, however humble, boasts a cur or two of low degree, the sworn enemy of the only animal that utters no cry for help. Our fields are as numerous as ever, but the old worm fence is almost a relic of the past, and a better has not yet taken its place. Our hill sides are growing up in broom straw and briers, when by a wholesome tax on the worthless cur or hound, the way would be opened to cover them with flocks and herds. Mutton chops are almost a forgottei luxury and wool is never offered ii t he markets for sale. The sheep rapidly improves the soil. He asks little at the hands oi man but returns to him that whicl makes him rich indeed. A wholesome and wholesale killing of 7o per cent, of the dogs in tin state would wonderfully stimulati t he raising of sheep. That day is noi yet in sight. JUDGE BRAWLEY’S CHARGE. Denunciation of Evils Existing Among Minor U. S. Officials. In the United States Distric Court yesterday the grand Jury announced to court t hat it had concluded the work set before it, and Mr. T. Pinckne) Lowndes, as foreman made the pre sentment. The presentment is a very brief document and purely for mal. Judge Brawley then delivered the following charge to the grand jury: Mr. Foreman and Gentlemen : Before relieving you from your arduous' .la bors which have been discharged with great fidelity, promptness and intel ligence, the Court wishes to expres? its sincere thanks. Your work has materially contributed to driving from these walls time motley crowd of pimps and perjurers that has so long polluted them. Your findings have demonstrated that nine-tenths of the prosecutions under Section 3,242 have no merit in them ; that they have not been inspired by any proper lesire to advance the cause <>f justice but by the greed of miserable wretches who have sought to mak* money out of them. Some of these men have already been brought to trial and convicted of perjury and others doubtless will be; but this evil, which has reached the propor tions of a gross public scandal, can not be eradicated by the punishment of a few obscure rascals. A new •rop will undoubtedly spring up unless some means can be devised for reaching the root of it. This lies in the fee system. My observation on this Bench has -atisfied me that more than one-halt • f the prosecution under this sec- ion—in the lower tier of counties 1 vould say fully nine-tenth of them— tre instigated or promoted by the leputy marshals. I must do Mar- hal Hunter the justice of saying that he lias promptly removed even leputy who has been known to be engaged in this kind of business. • ut there are undoubtedly man) jersons nowon his lists who ought to >e removed and would be if the truth could be discovered, and I d<. not despair of seeing the badge of a leputy marshal one of honor, as it -hould he. [Correspondence of The Lkdgkk.] Whitxey, S. 0., Jan. 20.—This is a nice, quiet little place and is looking forward and upward now as we are going to have a new mill in the near future. It is to be a 10,000 spindle mill, the same size as the old mill. The engine will be a(iOO-horse-povvcr. There are now forty-four houses for operators and they are hauling lum ber to erect that many more. Lon Fanner has the contract to erect them. Ibis mill now works 175 employes. We have a nice church, of which Rev. W. R. Smith is pastor. We also have a comfortable school room and a flourishing school which runs eight months in the year. Miss Lula \ tmn is the teacher Several of tiie young ladies have quit the mill and are going to school. Mr. Cleveland has made quite an improvement since he has been presi dent of the mill and makes thing? more comfortable for his.help. Mr. Halliburton, of the company 'tore, has been absent for the past veek looking after business in North Carolina. Some of the Inman girls bav been •pending a few days with Misses Ma mie and Emma Leonard, of this place. Miss Maggie Tindall is visiting Gaffney this week.
