Much legislation is proposed before the .Massachusetts legislature which Ibis condition of affairs j.s^ likely to manufacturers charge is inimical to manufacturers in New England. It is also claimed that conditions and laws are so favorable at the south to Mas sachusetts that unless the laws of the New England states foster manufaetur ers more, all the mills will move to the south where natural advantages and laws are more favorable. The committee has been sent south to examine into the conditions and laws. The examination so far has de veloped the fact that what the manu facturers has said about the advantages of the south is rather short of the truth than otherwise. It was found that the mill owners of the south are worki:';r hard and living economically. la. labor is the best in the United ' bi'es and is contented. The scene of the conflict was on the river front between Stann and Du- mainc streets. Three men were killed almost outright while a number were wounded. The killing was done by a mob of white men numbering about ilotJ who were armed with pistols and Winches ter riffes. The negroes were about to start to work on board the steamship, Engineer, lying at that point, when white men approached from all direc tions. All were armed and many took positions behind l»ox cars and poured volley upon volley into the negroes. Those who were on tho scene say that it reminded them of a battle field so fast and furious was the firing. The negroes were given no quarter and were shot down like dogs. Not only were the darkies shot down but several innocent persons suffered. Among those killed was Jules Clicen Carabee, a shoe maker who happened to he in the vicinity. James Kane, the purser of the Engineer, was standing on the levee, near his ship when the attack was made and he received four wounds, three in the head and another in the arm. lie was fired upon by several men who aimed over the head- of three policemen who w.-iv kneeling behind some freight just on the edge of wharf. His wounds may prove fatal. Til'.* ! <«lu a <‘ ro\v«*rl'*>K. t-Sfti As near as can lie stated, the shoot ing occurred u few ininuf s after seven o’clock. There was a .iense fog pre vailing and tills afforded the whites an excellent chance to do then* bloody work. At the time, tliere were only six policemen on the scene and there were no arrests effected, as the police was as badly frighu-ued us the negroes. The attacks were composed of two parties. A large it; peared at the corner while and equally as from the corner at Corporal Davannry who was in charge of the handfull of policemen ordered the men to di perse but no attention was paid to him.
