The amended Land Commission Act Was approved March 1st, 187D, by which a further appropriation of $500,000 was made by the disinterested patriots who then controlled our destinies. PeLnrgc be came offended, faying, “ You won’t trust me because I am a nigger.” Scott replied : “ No white man who was no more responsible would ask to have the charge of so many binds.” Scott docs not appear in a favorable light throughout the whole of these scandalous transactions, and in this in terview with DeLarge is amenable to the charge of gross deceit. LeLarge's appointment was signed •omc time in February, 1870, by Scott, Cardoao and Neagle, but his' commis- •ion was not made out in the office of the Secretary of Stale nntil tho 1st of March following. A plausible pretext teas framed by Soott for this delay, but the real object was concealed, which was to gab time, so as to pnablo the Board, under its then organisation, to exhaust, as far aa possible, the remainder of the new appropriation of $500,000, not pre viously expanded, before DeLarge could abv p-;- Leslie, it seems, had the Board at his mercy, and by threats of exposure dic tated his own terms with its active criminal members, or, to use his own pe culiar language, he refused to resign or be removed empty handed," as “ that wasn’t business,’’ and tbat the Beard eould “ get his reasons, if they wanted them." Leslie was asked what he want ed, to which ho replied, “ I think now I understand you; that looks like bninets. I will state to you to«morrow what I will do.” On tho evening of that morrow a meeting took plaee in the h ouse of D. II. . Chamberlain, Attorney-General of the State of South Carolina, at which were present Chamberlain, Barker, Neagle, Kimpton, Leslie andC. C. Bowen. Les lie then and there plainly and coolly an nounced his demands, which aggregated H| $48,000, as the prioe of his resignation and silence. The items were as follows: worthless lands, and enormous drafts had been made by the Financial Agent in New York Opon the general revenue fund In th« of Parker and cashed in the Columbia banks on State account. The drafts bud gone oat, and Kimpton says Scott “ wrote nre a letter, for God’s sake not to refuse payment then, 33 a p'otest of a draft of the State Treasurer would ruin tlie credit of the State.” Be fore we are done wc expect to exhibit Seott in his tine Jijjjlit, and also to show cause for his indictment in company w'-th his fellow-swindlers. As Governor of the State of South Carolina at tnc time these terrible crimes were committed against its dignity and prosperity, his trust was one of grave sanction and bind ing obligation. The very dignity and importance of Ills office made him the more obuoxious-to criticism. The plea of disgust with subortlinate rascality can furnish no defence against the charge of duties neglected and confidence violated. Ho bad bis remedy, as Attorney-Gcnenil Chamberlain had his remedy for the m 1st. Cash. $25,000 2d. J At this meeting H was understood that drafts were to be drawn by Parker on Kimpton and accepted by tho latter in Jhvor of Leslie. They were selected us members of this ill-omened Board, not so much from their personal integrity as from the presumption that men occupy ing their elevated positions—would for the very office sake, would from their prominence in the eyes of the civilized world—clrcck aud frown down jobbery, corruption,fraud, deceit, conspiracy aud every species of mal-administration in all the departments of the government.
