Art. 3> County democratic ceoven- those shall be composed of delegates elected by the several tocai club*—one delegate top every club, and aa add)* tlooaf delegate foe every twenty-five enrolled members—with the right to each county oonventlon to enlarge or diminish tbe repreeentatlon according to etremnstances. This convention shall be sailed together by the chair man of the executive coauaUtee, un der such rules aa each county may adopt, and when aseembled shall be called to order by the chairman of the executive committee, and shall pro ceed to eleot from among Us members a president, one or more vice-preei- deots, a secretary and treasurer. The convention shall proceed to business, aud when the same Is transacted it shall adjourn sine die. Art, & The mode and manner of noioiDaUng candidates for county offi ces or for delegates to tbe State, Judi cial and Congressional conventions shall be regulated In each county by tbe respective county conventions. In this eonseetlou the State execu tive committee makes the following recommendations: Under article I, where local clubs of the last campaign are In existence, that they be reorganised by the election of officer* to serve the ensuing two years, and as many additional clubs formed as may be deemed essential to tbe sse- oeoa of the party. Also, that the oom- toitteee on registration forthwith make a complete registration of all voters, classifying them as white and biaek, democrat and republican. Under article 4, that the eonaty ex ecutive committee consist of the county chairman and the presidents of the local dubs. Under article 6, that the eo«nty chairman be ex-offloto chairman of the county executive committee and of all county conventions. Under article 6, that the system of primary elections by ballot be adopted as tbe mode of nominating candidates for county offloers and members of the General Assembly. While the princi ple of primary elections should be at announced, It is tbe decided judg- el the State executive committee that the nomine lions by primary elec tions should not tsks pines until a later period to tbe campaign, and to rsgard to whlsh farther recommenda tions will be made hereafter as to tbe for conducting the sakt etee- A.
