Clean, honest, open County Govern ment with equal fairness and fearlessness to all citizens and all sections of the county. 2. Co-operation with National and State Government in every way to help Agricul tural conditions. 3. Fax reduction in Barnwell County by: (a) Economy in running the County and outting expenses and appropriations wherever possible. In my opinion, the 1930 supply bill can be cut in a number of instan- ceses, thereby reducing taxes. (b) Requiring competitive bidding for all county purchases, thereby enabling the county to buy at the lowest possible price. (c) Abolishing the County chaingang, or cutting its expenses in proportion to the service rendered and value received. If it is abolished, the roads of the county could be maintained by local citizens under contracts let to the lowest bidder, annually, or semi annually. , ,. (d) A more efficient, business-like and economical system of running our courts. Thousands of dollars of the taxpayers* money is wasted yearly by the short hours and slow progress of our courts. If elected, I will not ask for the continuance of any case, by reason of my being in the Legislature, unless consented to by opposing attorney. (e) By cutting salaries of County Em ployees if same can be cut with fairness to the employees in proportion to the work done. 4. I advocate the election of the County PLATFORM: Directors by the vote of the people, instead of their appointment by the Delegation, as is now done. The election of public officials by the vote of the people is the foundation of any true Democracy, and such an election of the Directors will distribute equal fairness to all sections of the county, will place the responsibility of the County Government directly upon the voters and will tend to create more interest and faith in the County Government, by the people. 5. 1 advocate bi-ennial sessions of the Legislature which will save the State thous ands of dollars annually. < 6. Tax Reform for South Carolina by: (a) Raising the valuation on property and lowering the tax rate proportionately. The present low valuation and high rate is only an effort to fool the people and has a tendency to discourage the investor and home owner from moving into this State. (b) Taking off the Statewide property tax. This will relieve the tax-payers of that part of the burden, and will leave only a property tax to be levied by counties and towns. (c) Passage of the Constitutional Amendment providing for the classification of intangible property. This will automati cally relieve the farm and home owner of some of his burden, as thousands of dollars of revenue will come in from money lenders whose stocks and bonds are now escaping taxation. 7. I am in favor of good roads and good schools, but the present financial condition of this county and State cannot stand any higher taxes even for roads and schools, and 1 am opposed to any increase in taxes even for these purposes at this time. 8. 1 advocate additional legislation pro viding for a close guard and watchful eye upon the State Highway Commission, and its use of the $65,000,000.00 to be derived from the Bond Issue. It is thought that the full amount will not be needed for the pres ent road program; if so, I advocate not is suing any additional bonds beyond the amount necessary to complete the program. I am running my campaign free and clear of any influence of any individuals, politicians, machines or rings, for if I am elected, I want to be free to follow the dic tates of my conscience and judgment rather than to be pulled or forced by unhealthy in fluence. I have discussed upon the various platforms the issues which are paramount in this campaign and have not evaded any question brought before me. Let me sug gest that you find out from the other candi dates how they stand upon these questions. My only purpose in the campaign is to offer my services to Barnwell County with the hope that 1 may be able to give some relief to our citizens of their present burdens. If you think my position as outlined in the above platform is right and if you are dis satisfied with present conditions, vote for me. If you are contented with the County Government and tax situation, 'as it is, then, vote for some of the other candidates, for I could not help you any.*
