And 1 formed the habit since I have been your servant in the House of Representatives. They are used to underscore bills that I think ought not to be enacted into law. Bob-tail bills and riders are the most dangerous introduced in the closing hours of the sessions and have to be handled with care. When, Where and How are three words which mean success in every walk of life, if mastered: When to act, Where to begin and How to pro ceed. The best horse I ever owned was not without faults and defects. In other words, he was not perfect, but he did efficient work and satisfied me. Now, let’s see what the expenses of the Chaingang which you have heard so much about, have been during my ad ministration and just previous. When Mr. Kennedy’s father was in the Senate he passed a hill re-organizing the County Commissioner’s office and appointed a hoard. That board the year before I was elected spent $47,- 500 to run the Chaingang. The next year, although we only appropriated $30,000 for the Chaingang, they spent $45,500 to run the Chaingang. We changed the board immediately and since that time the present board has only spent on an average of approxi mately $25,000 per year to maintain t f«wa4 aa V4Mmwa tmmmi fwaffs ff paa Wu af A Hag W W that, had W Wmm a Hap W tawaWffp ap ha way waaaad to oaf tMa tmmmi TWa cam* MW t^hi W pal mm IW matiMHw wffWa 4afiaf Maaff Aw ■■Wr wWrh MarwwwJ Caanty wffl gal WMO thaa • mffHsa 44Wra mmm raads thaa wa km Id gat with aar mm gaaalWa tax. la alhar words, tha big rlrh ruantwa art helping Ms Wild oar through road f ia tha coaaty. Oar delegation. Senator Brown. Mr. Har ley and myself, stood solidly for this program and I believe anybody in the Legislature will tall you that if the Barnwell County Delegation had not supported this bill it would not have gone through. Now, the Highway Department has taken over all of our surface-treated roads and have enter ed into an agreement with us to con vert our surface-treated roads either into asphalt or cement roads when and as they wear down. What more could one delegation of three men get for Barnwell County than we got for Barnwell County? There has been no dissention or differences in the delegation. We have worked together faithfully and will continue to work faithfully for the best interest of all of the people. Then when one of these departments has to borrow money during the year, like the State Superintendent of Edu cation has to borrow hundreds of thousands of dollars, he goes to the State Treasurer, borrows the money from the general fund and the State get* the interest instead of sending it to Wall Street. You can ask the Sen ator of our county if he did not come over to the House and beg us to hold on day after day and week after week until he could get this Pooling Bill and these other measures through for the Governor. Have we then committed any crime by staying there at the re quest of the leaders and putting through Important legislation and hav ing our expenses paid for overtime? a w if • m • «r Daat pay Wing spent and all Ilka tWL 1 am not m lawyer and If the courts art lata he must have something to do with K. Tha Legislature cannot make tW wit nesses and the lawyers try casts any better than they do. My friend, Mr. Kennedy, says that if he to elected he will not ask that hia cases be put off, because he is g member of tha Legislature. I doubt if he would, the way things are going now, because he does not seem to have any cases much. If he got elected and got some cases on that account he would either have to put them off during the Legislature or neglect the ,business of the people who elected hijn to go to Columbia. Now, that doe s not interest me, be cause I have not got any cases. I at tend to my business, both at home and in Columbia, and if he will attend to his affairs as I sm attending to mine, wc will all get along better. D. W. HECKLE
