Notice is herebv given that a - ma election for the purpose of electing a successor to fill the -unexpied term of Fred Wil liams, deceased, as a member of the House of Representatives from Pickens County, South Carolina, will be held at the sev eral voting precincts fixed by law in the County of Pickens, S. C., on Tuesday, November 4, 1913, said day being Tuesday 6following the first Monday in November, as prescribed by the Constitution. t 4r The qualifications for suffrage are as follows: Managers of election shall re uire of every elector offering yote at any election, before owing him to vote, the pro tion of his registration cer titi rte and proof of the pay ment of all taxes, including poll tax, assessed..iagainst, him and * collectable duriIk the previous year. The produ&.ion of a cer tificate or of the rec' t of the officer authorized to col ect such taxes shall be conclus' ve proof of the payment thereof, Before the hour fixed for open ing . the polls Managers and Clerks must take and subscribe the Constitutional oath. The W Ch .irman of the Board of Man agers can administer the oath to the other members and to the Clerk; a Notary Public must administt r the oath to the dhairman. The Mana.;ers elect their c'hairman and clerk. P( li at each voting place must be opened at 7 o'clock a. in. and closed at 4 o'clock p. i. The managers have the pow r to fill a vacancy, and if none of the managers attend, the( citi zons can appoint, from among the qualified voters, the Man agers, who, after being sworn. can conduct the election. At the close of the election, the Managers pnd Clerk must proceed publidly to open the ballot boxes and count the bal lots therein, and continue with out adjoutnment until the same is completed, and make a state ment of the result for each office and sign the same. Within three (lays thereafter, the Chair man of the Board, or some one designated by the Board, must deliver to the Commissioners of Election the )ol list, the boxes containing the ballots and written statements of the re suits of the election.
