Deputy Collector Aiken and Constables LaBoon and Alex ander destroyed a still about seven miles southwest 'of Ros man, N. C., in this county last Thursday. The still was in full operation and sixteen fermen ters and 1600 gallons of beer and about 10 gallons of whiskey were destroyed. Notice is hereby- given that a general election for the purpose >f electing a successor to fill the .inexpired term of Fred Wil iams, deceased, as a member of ,he Hoise of Representatives 'rom Pickens County, South Jarolina, will be held at the sev 3ral voting precincts fixed by aw in the County of Pickens, 3. C., on Tuesday, November 4, L913, said day being Tuesday 'ollowing the first Monday in Liovember, as prescribed by the Jonstitution. The qualifications for suffralge re as follows: Managers of election shall re luire of every elector offering bo vote at any election, before illowing him to vote, the pro luction of his registration cer bificate and proof of the pay rnent of all taxes, including poll bax, assessed against him and .ollectable during the previous year. The production of a cer Lificate or of the receipt of the fficer authorized to collect such baxes shall be conclusive proof A the payment thereof, Before the hour fixed for open irY the polls Managers and Oierks must take and subscribe the Constitutional oath. The Oh .irman of the Board of Man agers can administer the oath to the other members and to the Clerk; -a Notary Public must administt r the oath to the Chairman. The Managers elect their chairman and clerk. Polls at each voting place. must be opened at 7 o'clock- a. m. and closed at 4 o'clock p. m. The managers have the powgr to fill a vacancy, and if none of the managers attend, the citi zens can appoint from among the qualified voters, the Man agers, who, after being sworn, can conduct the election. At the close of the election, the Managers and Clerk mus proceed publicly to open th( balflot boxes and count the bal lots therein, and continue with out adjournment until the sam is completed, and make a state ment of the result for each officc and sign the same. Withi: three days thereafter, the Chair man of the Board, or.,some onl( designated by the Board, musi deliver to the Commissioners of Elc -tion the poll list, the boxeE containing the ballots and1 written statements of the re suilts of the election.
