Outz who is a genial, kind hearted man, we are sorry that he is making q figuro of himself before tho peopl of the State by his letters to the bewspapers in referenco to the dis pensary. As a friend to the dispensary, Mr, Olit' statements aro very gratifying le proves beyond tihe shadow of a doubt that the dispen sary has been fairly well managed, and that no sorious cause of com plaint exists against the oflicers o that institution. Tho changing of the labels or the bottles is the gravest misdoed of Mr. Douthit, and for that act th Board of Control were perfectly justified m dismissing him, an( they ought to have dismissed him. Mr. Outz has had a good job for, we believe, some seven years. He was, it is alloged, disilissod for selling a bot le of liquor contrary to ordois. Tlho sale may or may not have been the primo causo of his dismissal, but the Board of Con trol concluded to dispenso with his services, and that ought to have ended the matter. ' Ouzts has taken all Of the mis takes of the dispensary and laid them at my door; this, he knows, is a low, cowardly act. I am free to admit that I do make mistakes, the daily shipments running from 500 to 1,600 cases, but there are dozens of times when the goods are put in the wrong stack, and very often marked wrong at the wires; this is caused in a great measure by putting new men to mark the cas es, and this is in a great measure (e to the fact that Ouzts too lazy to do his dutf. Mr. Collins, at the last of each month ever since I have been connected with the State dis. pensary, had to help Ouzts with or straighten his books. This would make it necessary for the superin. M tencdent to put a now man to do the marking; then, of courso, the or rors would bo heard from all over the State. Havo nothing whatever c to do with the marking, and there foro am not responsible for errors th ere. * * As to my doing my duty, whether I was drunk and disorderly or :lot is a mattor with the Stato board of control, and not Ouzts; if it had boon left with Onzts he would have C displaced io with hia lios long g ngo, and instead of my making the te re)ort that I did a month ago and B showing these things up, and doing 11 so without any fear cf anybody C they would havo had full swing J, and instead of their being out of the State dispensary, the Stato dispensary would have been out of sight of the people of South Caro lina, ald it would have only taken g a slort time for such men as Ouzts to sink it financially, and forever. 11e has something to say about 0 my working for Hon. M. R. Cooper S at the last election; I am no Judas, tj I did, I worked night and day for him, and I am indeed glad that he is olected, and if I live till next summer will do so again. This is my first and last Communication to the newspapers, Ouzts is not my equal. I would not speak to such a cur on the streets, but slap his dirty face if he w as to dare to spaic to me.
