The mecome tax decision, ren dare~d on the 8th instant by the U Inited States supreme court, shows the ey ils of judicial legislation an d fulitity of congress, in all efforts to make the money power blear its prvoportionial buirden of taxation.l It is also an illustration of the' un certainty of lawsuits and the un plerfection of human judgmientI. On one point only was the court a uiito, on another thle muajority agreed, but1 on1 thle minii point m.1 111e cafse the dIIiionl wals equal Judge Jacksou not. being prese~t. The effect of the doi~sjin is yet a mantter of speculation and thc effort to get a rohearinlg adds(1 doubt1 to tho al ready dloub.t-fu l onit ion of the income tax. Itis ostimnated by the treasury officials that. it wil; be reoduced one half and that in stead of the government realizmng $80,000,000 a year, only $15,000,. 000 can safely bo expected froml that source. Neither President C leveland nor Secetary Carl islo deem an extra session of congress necessary on account of the unex pected reduction of tho income tax, resulting from the legislation enacted by the supreme court. As Judge Jackson was not pres ent on account of sickness and the court standing four to four on the, constitutionality of the law, a uno tion for a rehearing will be made and if it is granted, the law will be revived unitil the case is die posed r~f. Judge Jackson does not expect to resume hlis labors on the bench until fall and the motion for a reboaring will be granted on ly upon the request of one of the Judges Wvho delared for the con stitutionality of tho law. So it would be good guessing to guess that the law wvill remain m the shape left it by the supreme court, the big game escaping altogether and( the small fry only taken, Prof. Ipmes Dwight. Dana, au thor and scientist of Yale tniver sity is dead. James W. Scott, proprietor and editor of the Chicago Times-Her ald, died suddonly of apoplexy in his room at the Holland House in New York lJist Sunday. Rev. Sam Small has tendored his resignation as editor of the Norfolk Pilot. The cause of his leaving the paper is said to bo a conflict of authority in its man agement. Af ter taking up a collection Sun day at Tampa, Fla., John Meyers, an aeronaut, failed to mako an as cension. Tllis enraged the crowd and they started to mob him.
