This is an important tax, s it puts in the hands of the people the opportunity of extend ingithe terms of their schools at a comparatively small cost. The Act is to be printed,'ald thousands eficopies sont out to school trus tees,- toachrsand others interestod, by the Superintendent of Educa tion. The following is the Act as pass ed, And it will be interesting read ing i 86ctionI1. Be it enacted by".the Senate and House of Reprosenta tives of thlo State of South Caro lina, now met and sitting in the General!Assombly, and by the au thority of the same; That for the r .of establishing and Imain taining graded or other public schools in any city, incorporated town or village in this State, such city, incorporated town or village desiring to"establish an(l:ma intai n the same, and to receive the ben. fith of this!Act, aroheroeby contti tuted and declared to be separate school districts. Soc. 2. That tho voters of Paid school districts, who return real or personal proporty of the value of $100 for taxation are authorized to levy and collect an annual tax supplement any contitutional or otker tax for like purposes, a)(n 'for said purposes th& trustoes of said school districts, upon a major ity of resident froeholders of the age of twenty-one years and over, shall call a public meeting of said taxpayers at any time beforo the first day of Juno of axy fiscal year, which meeting must be advertised ih a newspaper published in such city, incorporated town or village, once a week for two weeks, or pos ted in three conspicuous placos in such school district for said length of time; and when asseiblod, said meeting shall have the power to elect a chairmian anid *ecretary; to adjourn from time to time, to0 levy such special tax not exceeding four mills, and to appropriate the same to such school purposes es a majority shall see ti;: that the tax so levied shall be. rexased at aniy subsequent meecting: v'.a: w::hin ten (10) days after w~d miating, the chairman thereof shi!2 furnish the Board of Trustees of such school district anid the County Anditor with the amount so levied, and the Auditor shall enter the same in his tax duplicate and he shall annually, each year thereaf ter, enter said amount in his tax duplicato until the same is increas ed, decreased or repealed b~y said tax payers, at a meet ing called for that purpose, and he is notified that the same has been mncreasud, decreased, or repealed, and if in creased or decreased, he shall an nually enter it as before; which meeting shall be called an~d niot ic given in the samre way and man nor as herein provided for theecal ing of meetings to make the l.'vv and the giving of the notice that, it has beon mado, and the County Treasurer shall collect the same~ a~ other County and State taxes ; such levy shall be a lien on the proper ty in such school district which shall be subject thereto, in case of default of payment; that said tax so collected shall be paid out by the County Treasurer upon war rants drawn by the Board of Trus tees, countersigned by the School Commissioner: Provided, That any surplus of such levy remain i~ng in the hands of the County TIfoeuror at the expiration of any fiscal year shall be paid as herein provided, and to be used for like purposes. 800. 8. Each taxpayer, when he pays any tax for school purposes voted under provisions of this Act, shall have the right to designate for which school in said school district he wishos the money paid by him to go, and the Treasuror shall koop a noto of such designa tion, and the inoney bo applied av thus designated. Where no desig nation is mado by tho taxpayer al the time of such paynio t, the 1mon ey shall bo exponded las otler scolol funds in such district. Sec. 5. That it slIhall be the duity of the County Board of Examinieri as soon as the writ.en request pro vidod for in Section .9, shall hIave bun mado, to appoint ti ree freo holders in said school district. or districts to act ats trusteOs thereof: Providod, said diistrict, or districts he without trustees.
