i CRIMINALS COME OF FEEBLEMINDED Report Bulletin of State Welfare Board Interesting Reading. The Herald office is in receipt of the Quarterly Bulletin of th^ Stat3i Board of Public Welfare. It is al l ways an interesting document. This last issue the subject discussed is "Feeblemindedness and Iits Care in ^ South Carolina.'' Perhaps t'i e most j striking part of the Bulletinis in relation to the criminal tendency on the part of people who are of low mentality. The bulletin states at one place that anyone conversant with pri-v ns know that a large percentage of th< ir population are of a low grade of intelligence. It is just as inevitable for feeble minded persons of a certain temperament )to flow into these institutions as it is for the tide to I flow into the harbor. A delinquent ? that is mentally deficient should no more be sent to a place of punishment than an invalid should be penalized for vagrancy. The proper place for a feeble minded person who has a tendency toward crr.ne is at a training1 school for the feeble minded, where he or she may receive proper custodial care and a training that is suited to his or her meager capacities. The Bulletin goes on to say that too long have we made our prisons and almshouses the catch-all for society which is ready to get rid of any of its troublesome elements by pitching them into there ready conduits. This is indeed a subject that should receive careiui attention lrom everybody in general and the officials of the state and county especially. It is evident that there is room for the right kind of legislation on the subject, in addition to the few laws that we already have. o NOTICE OF DISSOLUTION. The Conway Chamber of Commerce rea'izes the great importance of encouraging the movement to establish the intra-coastal waterway, or inland waterway, as it is usually called, and there are many reasons why they realize the fact that this is an important thing for Conway business men. Years ago Conway had competition i?i the freight business, because there was a railroad coming in from one direction and a live boat line going in the other. Of late years the boat line has practically (hopped out of service. It lias not been efficient for many a long day, and at times there is no freight of any consequence on trio Waccamaw river between this point and deep water at Georgetown. The inland waterway, which lias been under consideration for the last ten years or more, seems to gain in popular estimation as being1 a very good way of giving cheap transportation to the people of the Atlantic seaboard. The Waccamaw river jfor most of its length will constitute a link in this waterway. It is understood that Conway will be taken in as one of the points where business will be done on this waterway. It goes without saying that it will aid Conway commercially and financially and increase the population of the town. Last week two government engineers were in this county making an examination of the Waccamaw river. At the meeting of the Conway Chamber of Commerce a few days before that a resolution was passed that that body < would heartily approve and endorse the project concerning the Atlantic Deeper Waterway Association and its nlT /\??f o ? n A1?I mm M #? n v, i i v i to 111 u u 11.11 111 11 ck 111 \ /1 lavuiauic consideration and more liberal appropriations by congress than had as yet been received; and the Chamber of Commerce decided that it still means that the project will; be vigorously pushed. : o Get land deeds and mortgages of real estate at the Herald office.
