the senate," to make treaties and to ]
appoint ambassadors and other publie
ministers and consuls, and the
judges of the supreme court; and he j
gives to congress information, and
recommends measures he thinks necessary.

supreme court? '
The supreme court must decide all
cases arising under the constitution;
cases in regards to the laws of the
United States; cases about the treaties;
cases affecting ambassadors,
and other public ministers and consuls;
all cases of admiralty and marine
jurisdiction; controversies bev.v/con

7. In brief, what are the powers of
congress ?
A few of the duties of congress
are: To lay and collect taxes; to
regulate commerce with foreign nations

fices; to declare war; to provide and
maintain armies and navy; to make
laws necessary to execute the powers
given in the constitution.
8. What should we know of the
amendments to the constitution?
The first nine amendments have to
do with the early days 01 guvrmmont.
and define rights of the people
which are now accepted withou*
question. These were added to the
constitution soon after its ratifica
tion by the states, and all at the
same time. The tenth amendment
preserves to the states all power*
not delegated to the United States
hv its constitution nor by it prohibited
to the people of the states.
The eleventh has also to do with
states rights. The twelfth provides
for the election of president and
vice president. The thirteenth prohibits
slavery. The fourteenth has
reference to' citizenship, what constitute*
eligibility for public office,
and the validity of debts. The fifteenth
states that the right of citizenship
is not to bo denied or
abridged by the United States or
any state on account of race, color
cr previous condition of servitude.
The sixteenth ha*> to do with the incv
me Tax. The seventeenth, the direct
-lection of senators. The eighteenth,
rhe prohibition of liquor.
The nineteenth, the granting of full
suffrage to women.

name from the fact that the heads

vary from a fraction of 1 per
cent in some plantations to 50 per
cent in th? worst affected fields. As
the annual rice crop of the United
States aipounted to more than

The cause of the disease has
not yet been determined, but a
'method of control has been found bv
