PAOK roc EUROPEANS FLOCK TO AMAZON VALLEY Capitalist, Engineers and Importers Seek Trade Openings. Para, Mouth of Amazon Kivcr.? The industrial development of the Amazon valley is attracting- the attention of European countries, British, German, Italian, Norwegian Swedish and Dutch capitalists, engineers and importers arc making investigations of the mineral and forest resources of the valley 01have obtained concessions to establish industries here. So far American participation in this development work is conspicuous by its absence. English engineers are up river at the present time investigating the possibilities of vegetable oils; English experts are here studying the practicability of extracting starch and industrial alcohol from the root of mandioca; an English engineer has returned to this city from Iquitos for further equipment with which to extend the examination he is making in the mineral area of the Peruvian Amazon on behalf of a British syndicate. The Italian syndicate which has been operating a small experimental vegetable oil factory at the town <>i Cameta, on the Tocantins river, about 100 miles from Paris has applied for a conec sion to open a large factory in, Para for the extraction of lubricating, illuminating and edible oils from the nuts of palms and trees which abound in the forests. A similar concession lias been given to a group of local capitalists for the establishment of oil factories im j certain municipalities throughout the State. Concessions Concessions have been granted re cently by the State Congress for various factories to manufacture glass, hammocks and thread, salt and its products, paper of all grades, rubber goods, vegetable dyes and ink and buttons from vegetable ivory nut. These so-called "concessions" are not to be confounded with the exclusive monopolies so popular in other Latin American countries which in the past have proved to be a hamper instead of an aid to industrial development. In Brazil a "concession" to establish a factory or industry is more in the nature of a "charter" with, in some cases, special tax exemptions for a number of years, or privileges in the matter of" import dues on machinery and equipment. The Alsatian Plantations Company, a German syndicate, has reopened its plantation near Para, which was aban doncd when Brazil entered the war on the side of the allies. This company has 200,000 banana trees and 100,000 abacaxis (pineapples) under cultivation. Bananas thrive exceptionally well in this region, they are subject tr none of the " cases prevalent in other banana growing onirics, and owing to the extraordinarily even climate of Para require little attention when growing. Norwegians are operating a large aiw mill on the Uha das Oncas, an island in the Guarjara river opposite to the city of Para. Although there are immense forests full of woods of many varieties, some of them of the greatest commercial value, it is surprising how few first-class sawmills there are in the region, and there are none which might be said to compare in efficiency with those 01 our own northwest. Concessions have recently been granted by the State congress for various short lines one of which is intended to link the Amazon, from the town of Macapa near its mouth with the O.vapock river which separates Brazil from French Guiana. This line will open up i vast areas suitable for cattle-raising, is also gold-bearing lands which were j abandoned when the French ceded the I northern part of the State of Para to Hiazil 20 yeai* ago. Another line is to be constructed between the town of Obidos, 600 miles up river, and Dutch Guiana. A line s under construction on the bank of the Tocantins river from the first rapids, at Alcobaca, to the navigable water of the upper river, and about 90 miles of the lower end is now practically completed. Other railroad concessions are under discussion in the Chamber of Deputies as also sundry motor roads from the banks of some of the rivers to interior centers of population. It is rumored that the Praganca railroad is about to be sold by the State of Para to an English syndicate which is said to be backed by the banking firm of Rothschild & Co.
