Paris.?In a note drafted by the
supreme council it is demanded that
Germany sign the protocol providing
for the carrying out of the peace
terms, failing which the allies, it is
set forth, will be obliged to have recourse
to military measures.
The text of the reply to be made by
the Allied and associated powers to
the latest communication from Baron
Kurt Von Lersner, head of I ha* German
peace mission, regarding the original
allied demand for the signing of
the protocol putting the peace treaty
into effect, submitted to Germany on
November 1, was unanimously adopted
by the supreme council. Premier
Clemenccau presided over the session.
Baron von Lersner's communication,

Reichwehr (imperial defense troops),
with organizing the SicherheitspolizH
(security police) and the Zeitfreiwillige
(emergency volunteers) which
are declared to be virtually military

The council took under consideration
Germany's wish that customs
payments on goods entering Germany
by land be made in gold, as had
already been done on goods sent by
sea. The decision was postponed until
the peace treaty is put. into force.
It was explained that the allies declined
to accord an advantage to Germany,
holding it incomparable with
the-delay which Germany was raising
regarding the putting of the treaty
into force and with the unfavorable
economic measures she was practic
ing.
