Strasbourg. ? Premier Clemcnccan's speech here, considered his political valedictory to France, arose muh above party politisc. It was for the most part a plea for universal tolerance and social justice, and an appeal to the working man throughout the world to resume labor's pre-war methods and work." "The world's only salvation from the social and economic chaos from which it now is emerging is wo He" si aid M. Clemenceau. Thus with char act< ristic brevity, the premier found a solution for the many problems which now confront the democracies of the world. M. Clemenceau's evolution toward closer relations between the state and the church was quite discernable, as he remarked: "Religious peace must be assurred and liberty of conscience must rale." One of Greatest Days. The day will go down in Strasbourg's history as one of its greatest. The welcome given the premier was the most enthusiastic ever accorded a public man in France. He was visibly affected, his voice choking with emotion as he spoke. His hands trembled while holding a paper which contained the first copy ever made beforehand of a speech the premier intended to deliver. Premier Clemenceau recalled the origin of the war, and said that as the liberation of Alsace-Lorraine had i finally been accomplished. Alsace-Lor | rainc and France had again become , united. He sketched the formidable enterprise undertaken by the peace conference, describing the creation of new states and new frontiers, permitting the newly bom democracies, national and economic life. , Refers to League. "This i.s not enough" lie said. "An | attempt must be made to establish a peace of justice under the auspices of the league of Nations." Dealing with social organization, M. Clemenceau declared that no government cculd possibly prevent its people from governing themeslves, but said government must be based on public order unci respect of individual rights. Referring to direct action, the premier asserted society should only count upon the voluntary help of those determined to defend their right to enjoy public services. "As for the Bolshevists" said Premier Clemenceau, "there can be no discussion between them and the public. It is a simple question of force. In clamoring for freedom for themselves they want to impose upon others a terrible and absolute dictatorship." The premier's solution for disputes between capital and labor was cooperation and better housing and free education for the working man. The speech drew to a close with a magnificent peroration in which M. Clemenceau reminded his audience that "Germany has at least done France one sei*vice" for she had recalled to Frenchmen their duty toward themselves.
