PAGE TWO AFRAID AMERICANS GIVE ALLIES CODE Says Dr. Alfred Zimmerman at German War Investigation U-BOATS UNABLE TO GET AT TRANSPORTS Vice Admiral Von Cr.pelle, Advocate of "Sub" WarT* n 5 * o foe? 1 V/) M IvlLO. Berlin.?Dr. Alfred Zimmerman, secretary for foreoign affairs during* the war, caused a mild sensation dining today's session of the national assembly committee, investigating the war, when he admitted the German authorities had hoen suspicious that their code, which was known by an American, was betrayed by the United States government. Count Bernstorff asked regarding the code, at first said he could not swear that wireless messages received in America had been kept from the entente. Later he said under oath that ho never knew of "such treason." He declared Germany had a difficult and dangerous cable route through neutral countries, but that messages had been concealed as commercial dispatches. The submarine warfare came into the investigation again today. U-Boats Handicapped. Vice Admiral Eduard von Capelle one of the advocates of the submarine j campaign said the U-boats had not , been able to get at American transports because each submarine covered a limited circle around England and the whole ocean could not be patrolled. Various British and American inventions, like the "listening boat" Admiral Von Capelle declared were other things which provented attacks on transports. Admiral Von Capelle did not men- , tion mines or depth charges during his recital. Ho would not admit that, the admiralty underestimated the i TTtii+asI Sf?i>Ac 'i< ?i frmfrvr in Mm wnr U lim'.'M M WW\ o 1% *t?.v v-v?* ilk V ? v '??... England Weakening. % | Dr. Von Behmann-Hollwcg, chancellor during the greater part of the i war, declared lie was of the impression in June and July (1917) that the subamrinos were so destm ti ; that England was weakening. He said Lloyd George's speech when he asked for "ships, ships," was piobabl.v not recognized as a peace opportunity, and he asserted, the same ecu Id be said of the speech of Mr. Lloyd George at Glasgow demanding "silver and bullets." What had been the impression regarding the entry of the United Suites into the wan was then discussed by Howta'i YOUR. Dr. Zimmermann was asked whether ho said in a general party meeting, legarding the submarine warfare and lite entry of the United States in the war, that American aid militarilv would amount to "zero, zero, zero.*' The former foreign minister evaded the answer.
